He stated this <br />information will be reviewed to see what fits San Marcos the best. Ms. <br />Robertson inquired to what the University Police Department can do to help <br />patrol certain areas. Ms. Dvorak stated the University Police Department <br />has the same level of enforcement. Mr. Thomaides inquired whether <br />University Police Department can enforce City Ordinances. Chief Williams <br />stated the University Police Department will not enforce City Ordinances, <br />but they will enforce State laws. Mr. Thomaides stated this work group is <br />not the Rental Property Work Group. He inquired to when Staff started <br />working on the SARA issues. Mr. O'Leary stated Staff began working on this <br />in September. <br />Mayor Narvaiz introduced a discussion <br />Winstead Consulting Group on the last <br />Staff. Mr. Jones moved to table this <br />the motion, which passed unanimously. <br />and receive a presentation from the <br />Legislative Session and direction to <br />discussion, and Mr. Guerrero seconded <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.071 to seek the City Attorney's advice regarding (the <br />terms and conditions of a proposed Economic Development Agreement with San <br />Marcos Chamber of Commerce); Section 551.074 to discuss the appointment of <br />public officer or employee (City Manager) and to discuss the evaluation of <br />public officers (City Manager). The Council adjourned into Executive <br />Session at 8:32 p.m. <br />Mayor Narvaiz announced the Council would reconvene at 9:44 p.m. <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the City <br />Council provided directions to continue future negotiations regarding the <br />terms and conditions of the Economic Development contract. He stated the <br />Council also provided directions not to sign the contract, but to provide <br />an update at the second meeting in November. The Council also provided <br />directions for the Human Resources Director to proceed with hiring a firm <br />to locate a City Manager. The Council decided to reschedule the City <br />Manager evaluation until the November 4, 2007, Regular Meeting. <br />The meeting adjourned at 10:05 p.m. on a motion made by Mr. Jones and <br />seconded by Ms. Couch. <br />Susan Narvaiz <br />Mayor <br />
