On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Guerra, Younger, Hernandez, Kissler. <br /> <br />NAY: <br /> <br />Brown. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />Mayor Younger introduced for consideration award of bid for the jani- <br />torial maintenance service for Public Works Office Complex, Municipal <br />Building, Library and Dunbar Center. Three of the bidders were pre- <br />sent and made presentations to the Council regarding their services, <br />experience and qualifications to perform the job (Gene Bagwell d/b/a <br />Maintenance Management, San Marcos; Clean Touch, Kyle, Texas; and <br />Cornerstone Cleaning Company, San Marcos). In response to Mr. Guerra's <br />question, Rodney Cobb who oversees Gene Bagwell's contract for jani- <br />torial maintenance of City Hall, stated his service has been excellent <br />and that he corrects problems immediately. Mr. Hankins advised the <br />Council the Charter obligates the City to award the bid to the lowest <br />and best responsible bidder. Mr. Brown clarified that the Council <br />was discussing the three lowest bidders who bid on this contract. <br />Mayor Younger moved to award bid to Gene Bagwell d/b/a Maintenance <br />Management of San Marcos in the amount of $43,860.00 and Mr. Guerra <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced an addendum, to consider approval to change <br />the first Regular Meeting date of the City Council in March from <br />March 14, 1988 to March 7, 1988. Mr. Guerra moved to approve the <br />change of date to March 7, 1988 and Mayor Younger seconded the mo- <br />tion, which passed unanimously. <br /> <br />Mayor Younger introduced a discussion by Woody Cash, President of <br />Canyon Lake Fire and Ambulance Service,regarding fire and ambulance <br />emergency services district for a portion of the City of San Marcos' <br />extraterritorial jurisdiction in Comal County (York Creek area). Edwin <br />Zwald was present representing Mr. Cash who was unable to come. He <br />stated in November, 1987 there was a statewide vote regarding Senate <br />Bill 669 which established emergency service districts. In November, <br />1987 Comal County asked the fire districts to be set up. The Bill <br />allows an ad valorem tax not to exceed 10 cents per $100. The Dis- <br />tricts would be set up by a vote of property owners in the District. <br />Separate elections would have to take place for the City's ETJ. It <br />was consensus of Council for the Canyon Lake Fire and Ambulance Ser- <br />vice to service the area in question. Mr. Zwald said they would pre- <br />pare something and send it for the Council to act on formally. <br /> <br />Mayor Younger stated there would be no report from Dan Graham from <br />the Economic Development Council at this meeting, but that an update <br />in writing had been mailed to the Council the previous week. <br /> <br />The discussion regarding changing the name on a portion of Martin <br />Luther King Drive to Comal Street was held earlier in the meeting. <br /> <br />Mayor Younger introduced a discussion by Father Pete McCabe regarding <br />an Ordinance denied by the City Council February 8, 1988 regarding a no <br />parking/tow away zone on Woods Street. Father McCabe stated the Catholic <br />St~dent Center is his place of residence, a business and a place of wor- <br />shlp. He stated there are problems caused by cars parked in no parking <br />areas and requests a tow-away zone bet\reen 8:30 a.m. and 4:30 p.m. to <br />alleviate the problem on Woods Street.
