Mayor Younger introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OP THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A CONTINUING GRANT APPLICA- TION FOR FUNDS FOR A JUVENILE OPPICER'S POSITION, AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPLI- CATION, EXPRESSING SUPPORT POR THE JUVENILE OPFICER AND ESTABLISHING AN EFPECTIVE DATE. Mr. Brown moved for adoption of the Resolution and Mayor Younger se- conded the motion. Police Chief Galchutt advised the Council we are in the fifth year of this program, wherein the City will fund 80% and the State will fund 20% of the juvenile officer's position (Mr. Nicola present at this time - 8:20 p.m.). Lisa Dvorak advised the Council the application would place the City in the process to seek the funds. On roll call the following vote was recorded: AYE: Brown, Farr, NAY: None. ABSTAIN: Nicola. Guerra, Younger, Hernandez, Kissler. Mayor Younger introduced for consideration adoption of a Resolution, the caption which was read as follóws: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OR SAN MARCOS, TEXAS, APPROVING AN APPLICATION FOR A GRANT FOR LIBRARY SERVICES, AUTHORIZING THE MAYOR TO EXECUTE SAID APPLICATION, AUTHORIZING THE LIBRARY DIRECTOR TO SUBMIT THE GRANT APPLICATION AND ESTABLISHING AN EPFECT- IVE DATE. Ms. Kissler moved for adoption of the Resolution and Mr. Hernandez seconded the motion. Stephanie Langenkamp advised the Council the City's contribution totaling $13,402.00 is derived from in-kind con- tributions of existing personnel, space, shelving, photocopying, charges and supplies, etc. and that $6,500.00 listed on the appli- cation under nOther" is derived from $4,000.00 of SvvTSU EOC tutors and $2,500.00 of volunteer tutors figured at $5.00 per hour, all being in-kind contributions. On roll call for the adoption of the Resolution, the following vote was recorded: AYE: Brown, Farr, Younger, Hernandez, Kissler, Nicola. NAY: None. ABSTAIN: Guerra. Mayor Younger introduced for consideration approval of the annual audit report for the year ending September 30, 1987. Don Laine of Peat-Marwick stated the Council had received the annual audit, the single-audit, which is an audit of federal grants, etc., the manage- ment letter and the highlights, an outline of the 134-page audit. He stated for the past two or three years, the City has continued its fi- nancial growth and there have been changes in the financial structure.
