<br />25 <br /> <br />Regular Meeting <br /> <br />March 28, 1988 <br /> <br />Page 4 <br /> <br />The Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OP THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING A CONTINUING GRANT APPLICA- <br />TION FOR FUNDS FOR A JUVENILE OPPICER'S POSITION, <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPLI- <br />CATION, EXPRESSING SUPPORT POR THE JUVENILE OPFICER <br />AND ESTABLISHING AN EFPECTIVE DATE. <br /> <br />Mr. Brown moved for adoption of the Resolution and Mayor Younger se- <br />conded the motion. Police Chief Galchutt advised the Council we are <br />in the fifth year of this program, wherein the City will fund 80% <br />and the State will fund 20% of the juvenile officer's position (Mr. <br />Nicola present at this time - 8:20 p.m.). Lisa Dvorak advised the <br />Council the application would place the City in the process to seek <br />the funds. On roll call the following vote was recorded: <br /> <br />AYE: Brown, Farr, <br />NAY: None. <br />ABSTAIN: Nicola. <br /> <br />Guerra, Younger, Hernandez, Kissler. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follóws: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OR SAN <br />MARCOS, TEXAS, APPROVING AN APPLICATION FOR A GRANT <br />FOR LIBRARY SERVICES, AUTHORIZING THE MAYOR TO EXECUTE <br />SAID APPLICATION, AUTHORIZING THE LIBRARY DIRECTOR TO <br />SUBMIT THE GRANT APPLICATION AND ESTABLISHING AN EPFECT- <br />IVE DATE. <br /> <br />Ms. Kissler moved for adoption of the Resolution and Mr. Hernandez <br />seconded the motion. Stephanie Langenkamp advised the Council the <br />City's contribution totaling $13,402.00 is derived from in-kind con- <br />tributions of existing personnel, space, shelving, photocopying, <br />charges and supplies, etc. and that $6,500.00 listed on the appli- <br />cation under nOther" is derived from $4,000.00 of SvvTSU EOC tutors <br />and $2,500.00 of volunteer tutors figured at $5.00 per hour, all <br />being in-kind contributions. On roll call for the adoption of the <br />Resolution, the following vote was recorded: <br /> <br />AYE: <br /> <br />Brown, Farr, Younger, Hernandez, Kissler, Nicola. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTAIN: <br /> <br />Guerra. <br /> <br />Mayor Younger introduced for consideration approval of the annual <br />audit report for the year ending September 30, 1987. Don Laine of <br />Peat-Marwick stated the Council had received the annual audit, the <br />single-audit, which is an audit of federal grants, etc., the manage- <br />ment letter and the highlights, an outline of the 134-page audit. He <br />stated for the past two or three years, the City has continued its fi- <br />nancial growth and there have been changes in the financial structure. <br />
