City Council Meeting Minutes November 5, 2014 <br />14. Consider approval of Resolution 2014 -153R approving a funding contract between the <br />City of San Marcos and the Texas Department of State Health Services providing <br />funding for the City's Women, Infants, and Children ( "WIC ") Program; authorizing the <br />City Manager to execute said contract on behalf of the City; and providing an effective <br />date. <br />15. Consider approval of Resolution 2014 -154R approving an Airport Project Participation <br />Agreement (TXDOT CSJ 1414SMRCO) between the City and the State of Texas <br />acting through the Texas Department of Transportation for the Runway 13 -31 <br />Reconstruction Project at the San Marcos Regional Airport; authorizing the City's <br />expenditure of approximately $697,050.00 in local participation in the project's <br />construction costs; authorizing the City Manager or his designee to execute the <br />agreement on behalf of the City; and declaring an effective date. <br />16. Consider approval of Resolution 2014 -155R approving an Agreement of Sale with the <br />Trust for Public Land for the City to purchase approximately 89.7 acres of land for the <br />expansion of the Purgatory Creek Preserve Green Space at a price of $1,295,500.00; <br />authorizing the City Manager to execute said agreement and related closing <br />documents on behalf of the City; and declaring an effective date. <br />PUBLIC HEARINGS - 7:00 PM <br />17. Consider approval of Ordinance 2014 -68, on the second of three readings, granting to <br />Centerpoint Energy Resources Corp., dba Centerpoint Energy Texas Gas Operations, <br />the right, privilege and franchise to construct, install, extend, remove, replace, <br />abandon, operate and maintain its facilities within the public rights -of -way of the City <br />of San Marcos, Texas for the transportation, delivery, sale and distribution of natural <br />gas; containing other provisions relating to the foregoing subject; providing for <br />severability and providing an effective date. <br />Steve Parker, Assistant City Manager /CFO, provided the Council with a brief overview of the <br />franchise agreement. <br />Mayor Guerrero opened the Public Hearing at approximately 8:03 p.m. <br />There being not comments, Mayor Guerrero closed the Public Hearing at approximately 8:04 <br />p.m. <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Scott, that <br />Ordinance 2014 -68, on the first of three readings, be approved.
