City Council Meeting Minutes November 5, 2014 14. Consider approval of Resolution 2014 -153R approving a funding contract between the City of San Marcos and the Texas Department of State Health Services providing funding for the City's Women, Infants, and Children ( "WIC ") Program; authorizing the City Manager to execute said contract on behalf of the City; and providing an effective date. 15. Consider approval of Resolution 2014 -154R approving an Airport Project Participation Agreement (TXDOT CSJ 1414SMRCO) between the City and the State of Texas acting through the Texas Department of Transportation for the Runway 13 -31 Reconstruction Project at the San Marcos Regional Airport; authorizing the City's expenditure of approximately $697,050.00 in local participation in the project's construction costs; authorizing the City Manager or his designee to execute the agreement on behalf of the City; and declaring an effective date. 16. Consider approval of Resolution 2014 -155R approving an Agreement of Sale with the Trust for Public Land for the City to purchase approximately 89.7 acres of land for the expansion of the Purgatory Creek Preserve Green Space at a price of $1,295,500.00; authorizing the City Manager to execute said agreement and related closing documents on behalf of the City; and declaring an effective date. PUBLIC HEARINGS - 7:00 PM 17. Consider approval of Ordinance 2014 -68, on the second of three readings, granting to Centerpoint Energy Resources Corp., dba Centerpoint Energy Texas Gas Operations, the right, privilege and franchise to construct, install, extend, remove, replace, abandon, operate and maintain its facilities within the public rights -of -way of the City of San Marcos, Texas for the transportation, delivery, sale and distribution of natural gas; containing other provisions relating to the foregoing subject; providing for severability and providing an effective date. Steve Parker, Assistant City Manager /CFO, provided the Council with a brief overview of the franchise agreement. Mayor Guerrero opened the Public Hearing at approximately 8:03 p.m. There being not comments, Mayor Guerrero closed the Public Hearing at approximately 8:04 p.m. A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Scott, that Ordinance 2014 -68, on the first of three readings, be approved.
