<br />75 <br /> <br />Emergency Meeting <br /> <br />April 28, 1988 <br /> <br />Page 2 <br /> <br />Mr. Farr moved for adoption of the Resolution and Ms. Kissler se- <br />conded the motion, which passed unanimously (appointment of Ofelia <br />DeLeon, Precinct 44). <br /> <br />Mayor Younger stated the next item on the agenda (Item 5-1/4. Consider <br />authorization for expenditure of $60,000.00 from the Civic Center <br />Fund) was replaced with Item 5-3/4. on this agenda. <br /> <br />Mayor Younger introduced for consideration Addenda Items 5-1/2 and <br />5-3/4, direction to Staff to expedite the process to renovate the <br />football practice fields at City Park, and to consider direction to <br />Staff for authorization of expenditure of $120,000 from Hotel/Motel <br />Tax for the development of a training field for the use of a profes- <br />sional football team and the general public, and to give direction to <br />Staff for the preparation of a budget reallocation, respectively. Mr. <br />Guerra moved to direct Staff to seek funding as follows: 50% from the <br />electric utility fund and 50% from the water/wastewater utility fund <br />not to exceed $120,000.00 for the renovation of the football fields at <br />City Park and direction to Staff to expedite the process, and Mr. Her- <br />nandez seconded the motion. Mayor Younger stated he had serious reser- <br />vations regarding the expenditure of this amount of money for the foot- <br />ball fields and questions the projections of the outcome. He stated <br />he would want the City to be included in any receipts from a game played <br />here and would prefer any extra funds available to be spent on City <br />services. Mayor Younger stated the initial contract for the Oilers' <br />use of the fields would only be two years, and he feels enough time <br />has not been provided to think of the outcome. He encouraged local <br />businesses and other entities to assist financially. Mayor Younger <br />then asked if anyone wished to give the Council their comments regard- <br />ing this matter. Buddy Mostyn, representing Wonder World, stated a <br />one-inch ad in Southern Living runs $2,800.00 and that there is no <br />measurement to what the 2-year contract could bring to San Marcos. <br />He stated there would be write-ups bringing San Marcos forth, and in <br />doing so would bring people to San Marcos. He stated $100,000 would <br />be a small amount to spend. Garland Warren, representing Sac-N-Pak <br />stated he played professional football and that you cannot put a dol- <br />lar amount to what San Marcos will receive from the Oilers coming here. <br />He stated even the football drills will bring people to San Marcos. He <br />stated he is in support of the City spending the money to bring the <br />Oilers here. Jesse Estrada, President of the Chamber of Commerce, stated <br />Good Sams brought business to San Marcos and feels the City will benefit <br />from the Oilers coming here also. Jay Moore stated the Oilers coming <br />to San Marcos will be good media:exposure. John O'Hara, Football Coach <br />at SWT, stated SWT's efforts with the Oilers is to help our community. <br />He thinks it would bring interest to our City and that they will help <br />the City to get what benefit they can from the Oilers coming here. He <br />stated they are hopeful of finding out if the Oilers will come to San <br />Marcos by Friday, April 29. He stated SWT had been having discussions <br />with the Oilers for 2-1/2 weeks to 3 weeks and with the City for lO <br />days. Mr. Guerra stated in the future he would like to have the City <br />Council involved from the beginning in any transactions wherein the <br />City Council ultimately must be involved in the decisions of a trans- <br />action. Jay Moore stated the City of Thousand Oaks, California had <br />indicated to him in a telephone conversation that the Dallas Cowboys <br />being in their town had helped the hotel industry and brought local <br />interest to their community. Mr. Brown stated he would like volunteers <br />from the private sector to contribute to this endeavor and Ms. Kissler <br />asked for the support of those present in helping the Council sell the <br />idea of the Oilers coming to San Marcos. Noble Hayden stated he thought <br />it was encouraging to see a combined community effort on this matter. <br />
