<br />5 <br /> <br />Association collected $40,000 to form the nucleus of <br /> <br />the Perpetual Care Trust Fund. <br /> <br />In 1968 the City of San Marcos made it mandatory to <br /> <br />buy Perpetual Care when buying a grave-site. <br /> <br />The cost <br /> <br />of one grave is $85.00¡ the cost of Perpetual Care is <br /> <br />$315.00 adding up to $400.00 for one grave-site. <br /> <br />In pursuant to Sec. 6-19 of the Code of Ordinances <br /> <br />of the City of San Marcos, Texas, I read from Sec. 7-B. <br /> <br />DEFINITION OF PERPETUAL CARE <br /> <br />Perpetual care means the cutting and watering of the grass <br /> <br />at reasonable intervals, etc. <br /> <br />This is only the first sentence. <br /> <br />But the city is not required to water if there is not 48 <br /> <br />lbs. of pressure, or if a 50' length of hose has to be used. <br /> <br />Some citizens, when given this explanation as to why the <br /> <br />cemetery is brown, dry and dusty, and their lots are not watered <br /> <br />during the summer months are not satisfied or pleased. <br /> <br />The City of San Marcos has made the purchase of Perpetual <br /> <br />Care mandatory for twenty-years (1968-1988) without ever updating <br /> <br />the watering system which is now sixty-four (64) years old. <br /> <br />Of <br /> <br />course, the water is not metered. <br /> <br />The city is requiring a service to be purchased which it <br /> <br />cannot produce. <br /> <br />These same recommendations were made in 1983 - five years <br /> <br />ago by Mrs. Ada Burke, the chairman of the first commission. <br /> <br />In 1966 Mrs. W.A.
