Shirley Wickersham advised the <br />Council Allen Wood Homes does not get good reception, and she thinks <br />they need to receive reduced rates for cable service. Mr. Hankins <br />advised the City Council that the Housing Authority (which includes <br />Allen Wood Homes) is a quasi-independent agency of the City and can <br />contract separately with Karnack. Staff was directed to contact Albert <br />Sierra of the Housing Authority regarding this possibility. Mr. Her- <br />nandez stated he would like to know how many subscribers at the Housing <br />Authority and others in the City would fall under indigent, and how <br />many others in City do not have good reception compared with the <br />Housing Authority. Larry Dupont stated there are times the cable <br />goes out in which citizens could be advised through the cable service <br />by the Central Fire Department of i:mminent weather conditions, and he <br />is concerned of these outages when we are in an era of advanced elec- <br />tronics. John Bar advised the Council outages occur out in the distri- <br />bution system, and that standby power (generators) at each of these <br />locations would not be affordable technology. Ms. Kissler moved to <br />approve the Ordinance on second reading and Mr. Guerra seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on second reading removed from the consensus agenda (8.A. [2]), the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS ADOPTING A NEW SECTION 5-39 TO BE AD- <br />DED TO DIVISION 2 OF ARTICLE II OF CHAPTER 5 OF THE <br />CODE OF ORDINANCES OF SAID CITY AMENDING TABLE M-2 <br />OF APPENDIX M OF THE 1985 EDITION OF THE STANDARD <br />BUILDING CODE TO REDUCE THE NUMBER OF PARKING SPACES <br />AND LOADING ZONES REQUIRED TO BE RESERVED FOR THE <br />HANDICAPPED, RENUMBERING SEQUENTIALLY THE REMAINING <br />SECTIONS OF SAID DIVISION OF SAID ARTICLE OF SAID <br />CHAPTER OF SAID CODE, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on second reading <br />and Mr. Hernandez seconded the motion. Shirley Wickersham stated <br />she does not want to see the number of handicapped parking spaces <br />reduced. Larry Brinkmeyer stated we would be complying with State <br />requirements. Mr. Hankins stated Staff was looking at the cost to <br />the City for signage, not at access for handicapped. Chief Galchutt <br />stated uniformity of signs was the issue being addressed. Mr. Moore <br />wanted to know if we were using the provision effectively, and Mayor <br />Morris stated she thinks the requirement of one reserved space for <br />handicapped to one to fifty total spaces is a fair number. Mr. Hankins <br />stated the Co:mmission for Minorities could review the accessibility <br />issue. Mr. Moore stated we need case data as to whether there are <br />adequate spaces or not and to locate trouble spots. The Council <br />voted unanimously for approval of the Ordinance on second reading. <br /> <br />Mayor Morris introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, SUPPORTING THE ESTABLISHMENT OF AN <br />ENHANCED 9-1-1 EMERGENCY TELEPHONE NUMBER AND THE <br />IMPLEMENTATION OF THE 9-1-1 FEE AND SURCHARGE, IN <br />SAN MARCOS, TEXAS AND CHOOSING TO PARTICIPATE IN <br />THE 9-1-1 REGIONAL PLAN IN ACCORDANCE WITH ARTICLE <br />1432£ OF VERNON'S TEXAS CIVIL STATUTES; AND DECLAR- <br />ING AN EFFECTIVE DATE. <br />
