Hawkins, and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration approval of appointment to <br />Sunset Advisory Commission. Mr. Brown moved to appoint Margie Hernandez <br />and Ms. Kissler seconded the motion which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of appointment to <br />No-Smoking Ordinance Committee. Mr. Brown moved to appoint Chandrika <br />Arnin to represent the tourist industry and Mr. Hernandez seconded the <br />motion which passed unanimously. <br /> <br />Mayor Morris introduced City Manger and Assistant City Manger to submit <br />proposed budget for 1988-1989 fiscal year to City Council. City Manager <br />Gonzalez stated there were three levels of information provided to the <br />Council. The first was the large grey notebook which included departmental <br />requests, the second was the executive summary which summarized the large <br />grey notebook and the third was the budget highlights which he handed out. <br />Mr. Gonzalez stated the budget he was presenting to the Council was a <br />stand-still budget of 9.1 million. He further went on and stated Staff <br />departments virtually omitted vast amounts from their budgets in order <br />to create the stand-still budget. He stated the street assessment pro- <br />gram was still in the budget. He also addressed areas of concern in the <br />budget which included salary increases, capital improvements, CIP Programs, <br />matching funds not being available for FAA grant. He stated that 5% was <br />cut for service output to create the stand-still budget. He emphasized <br />that if there was no levels of increase, what services would need to be <br />cut back. It was the concensus of the Council to set the Public Hearing <br />on the budget for Monday, August 1, 1988 at 7:00 p.m. and directed the <br />City Secretary to publish notice and summaries. <br /> <br />Mayor Morris introduced a public hearing to consider annexing a tract of <br />land containing 196 acres, more or less, situated on the Southeast side <br />of River Road between Highway 80 and San Marcos River in Hays County, <br />Texas, the caption which was read as follows: <br /> <br />* <br /> <br />Ms. Womack and Mr. Hankins were not present at this meeting. <br />
