<br />36 <br /> <br />SPECIAL MEETING <br /> <br />AUGUST 29,1988 <br /> <br />Page 2 <br /> <br />AYE: <br /> <br />Guerra, and Plummer. <br /> <br />NAY: <br /> <br />Hoore, Hernandez, Brown, Morris. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />Ms. Farley advised the Council that the City had received the <br />certified tax rolls on this date and they were higher than <br />projected. Ms. Farley advised the Council that the tax rate could <br />be set at $0.582 for the same amount of dollars ($3,917,017 - Mlo <br />and debt service). Mr. Brown stated that he fel ts the Council <br />should consider keeping the proposed tax rate at $0.61 and include <br />the additional funds in the street program. Mr, Brown feels that <br />it is necessary for the City to invest in the future and after <br />receiving this news, wouldn I t the time be now? Mayor Morris <br />advised that she feels the tax rate should remain at $0.582 with <br />the understanding that in the 1989-90 budget, the Council will set <br />a goal to place $500,000 in the street program. Mr. Moore advised <br />that it might be possible to set the tax rate at $0.60 and place <br />the addi tional in the street program. Mr. Moore then asked Mr. <br />Boeker, Director of Public Works if the city street could be <br />maintained on $200,000 a year. Mr. Boeker advised that the City <br />contained approximately 100 miles of streets and to simply <br />maintain them for one year would cost the City $500,000. Mr. <br />Plummer addressed the issue that citizens are not in a financial <br />situation to pay higher taxes and the City Council should consider <br />making the supreme effort next year. Mr. Brown moved that the tax <br />rate should be increased by $0.02 to $0.60 (an additional <br />$134,000) to be added to the street overlay program. The motion <br />was seconded by Billy Moore. On roll call the following vote was <br />recorded: <br /> <br />AYE: <br /> <br />Moore and Brown. <br /> <br />NAY: <br /> <br />Hernandez, Morris, Guerra and Plummer. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />On roll call the following vote was recorded for approval of the <br />1988-89 Budget: <br /> <br />AYE: <br />Plummer. <br /> <br />Moore, <br /> <br />Hernandez, <br /> <br />Brown, <br /> <br />Morris, <br /> <br />Guerra <br /> <br />and <br /> <br />Mayor Morris issued a proclamation of United Way Week. <br /> <br />Mayor Morris introduced for consideration the following Ordinance <br />on second reading, the caption which reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 29, ARTICLE VI, OF THE <br />SAN MARCOS CODE OF ORDINANCES BY THE ADDITION OF SECTION <br />29-183 ESTABLISHING FINES FOR THE VIOLATION OF PARKING <br />REGULATIONS AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mr. Hernandez moved for approval of the Ordinance on second <br />reading and Mr. Moore seconded the motion. The motion was passed <br />unanimously. <br /> <br />The press and public were asked to express any questions or <br />comments to the City Council at this time. Mr, Jesse Estrada of <br />the Chamber of Commerce, advised the City Council of his gratitude <br />for the sincere effort in establishing the 1988-89 Budget. This <br />idea was also expressed by Mr. Bill Cunningham. <br />
