Regular Meeting November 5, 2007 Page 2 Mayor Narvaiz announced the Council would reconvene at 12:55 p.m. Mayor Narvaiz introduced for consideration adoption or direction to Staff on matters discussed in Executive Session. Mr. O'Leary stated the City Council received an update and gave directions regarding the City Manager search and City Clerk employment. He stated the Council also discussed the duties of the Interim City Manager and Interim Economic Development Director and provided direction. He stated the Council also received a Development Prospect Update Report and updates on Rich Project and SFI Project and provided direction. He also stated Council will continue the remaining Executive Session items after the Regular Meeting. Pastor Bruce Wilson of the St. Mark's Episcopal Church lead the Invocation. Mayor Narvaiz lead the Pledge of Allegiance. Mayor Narvaiz introduced the Citizen Comment Period. 1) Brad Rollins inquired to the Kyle Correction audit. 2) Ed Davis thanked Police Officer Lisa Dvorak for her efforts in a peaceful few weeks in October in the Sagewood neighborhood. He stated but the past week the speeding, beer bottles and dead animals have returned. Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he did not have a report at this time. Mayor Narvaiz introduced the City Council Reports. The City Council chose not to provide reports at this meeting. Mayor Narvaiz introduced for consideration approval of minutes of the Regular Meeting held October 16, 2007, adoption of eleven Resolutions and approval and receive the Quarterly Investment Report for the quarter ended September 30, 2007, on consent. The Council pulled Items 11, 12, 13, 17, 20 and 21, adoption of Resolution to be considered separately. Mr. Jones moved for approval of minutes of the Regular Meeting held October 16, 2007, adoption of the remaining five Resolutions and approval of the Quarterly Investment Report for the quarter ended September 30, 2007, on consent, and Mr. Guerrero seconded the motion, which passed unanimously. The captions of the Resolutions read as follows: Adoption Resolution: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS. APPROVING AN OVERSIZE WATERLINE REIMBURSEMENT AGREEMENT WITH THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF THE WOMEN, INFANTS AND CHILDREN PROGRAM CONTRACT BETWEEN THE CITY AND THE TEXAS DEPARTMENT OF STATE 1
