Regular Meeting November 5, 2007 Page 7 ABSTAIN: None. Mayor Narvaiz introduced for consideration approval to move City Council Regular Meeting scheduled for Tuesday, December 18, 2007. Mr. Jones moved to reschedule the December 18, 2007 Regular Meeting to Tuesday, December 11, 2007, and Mr. Guerrero seconded the motion, which passed unanimously. Mayor Narvaiz introduced for consideration approval to move City Council Regular Meeting scheduled for Tuesday, January 1, 2008. Mr. Jones moved to reschedule the January 1, 2008 Regular Meeting to Monday, January 7, 2008, and Mr. Thomaides seconded the motion, which passed unanimously. Mayor Narvaiz introduced for consideration approval to set salary of Municipal Court Judge. Mr. Guerrero moved to set the Municipal Court Judge's salary at $76,840.00, and Mr. Thomaides seconded the motion, which passed unanimously. Mayor Narvaiz stated she was moving Item 31, discussion up on the Agenda. Mayor Narvaiz introduced a discussion and receive a presentation from the Winstead Consulting Group on the last Legislative Session. Janice Carter, Winstead Consulting Group, thanked the City for the opportunity to work with them. She introduced her associates Wendy Foster and Joe Valenzuela. She stated with Representative Hill not running again, there will not be a strong leader in the House of Representatives to take over where he left off. Mr. Valenzuela stated he handles the transportation legislation. He stated one of the big issues was the Red Light Camera funding portion going to the Regional Trauma Centers. He stated this was not addressed in the budget. He stated the issues with the Toll Road are that the interim studies haven't been announced. He stated the funding issues are a big deal with construction of highways. The Dallas area is considering increasing their sales tax half a cent just for roads. He stated TxDOT is undergoing a Sunset Commission to see if the agency is going to be renewed. Mr. Thomaides inquired to the railroad relocation. Mr. Valenzuela stated several areas are pushing for the rail relocation, but funding was not budgeted and they are still working toward a way to get funding. Wendy Foster stated the Eminent Domain SB7 failed and there is a Proposition that would let a city sell back land to the landowner for the original purchase price. She stated she would be coming back to the Council with an update and to get direction on where to go with water issues. Mayor Narvaiz thanked the Winstead Consulting Group for their hard work on the City's behalf. Mayor Narvaiz introduced a discussion regarding an explanation of the various charges on the City's utility bills. Mr. Jones stated he would like to see an explanation of the utility codes on the back of utility bills, so customers will know what they are paying for. Ms. Vela, Director of Finance, stated it would cost $6,000.00 to put this on each bill for every cycle. She provided a powerpoint presentation regarding the basic charges and power cost recovery factor. Mr. Thomaides inquired to the power cost
