Mr. Jones inquired to clarification of the <br />parameter on what the group is doing. Mayor Narvaiz stated this group is <br />being formed to review the problems we are having with landlords and renters <br />and to come back to the Council with other options. Mr. Thomaides stated <br />the final product of the Work Group should come back to Council for the <br />final vote. Ms. Couch stated she would also like this Work Group to review <br />other things than the rental permitting policy. Mayor Narvaiz stated the <br />Work Group will review the presentation Ken Bell presented and provide <br />options to the Council within six weeks. She stated other Staff members are <br />reviewing other issues. She stated Council will review all the options. Mr. <br />Jones and Mr. Guerrero agreed the Work Group did not need to be residents. <br />Mr. Bose stated he feels the members should reside in San Marcos. The <br />Council gave directions that the members of the Work Group Permitting Policy <br />would consist of Rick Tarr, Vance Elliott, Jim Lesage, Tom Wassenich, Robert <br />Hernandez, Michael Flowers and Jason Aleem. <br />Mayor Narvaiz stated she will be moving up Item #31, discussion. Mayor <br />Narvaiz introduced a discussion and receive presentation by Dunkin Sefko <br />regarding comparison of development cost and direction to Staff. <br />Mayor Narvaiz stated a citizen has signed up to speak on this item. Chris <br />Carson stated he is not against the development code, but feels everyone <br />should be on the same level playing field. He pointed out some errors in <br />the Land Development Code. He stated San Marcos has the highest development <br />costs. Scott Smiley, Dunkin Sefko, presented a powerpoint presentation <br />regarding comparison of development costs. Laurie Anderson, Assistant City <br />Manager, stated this study looked at development costs and compared code <br />requirements. She also provided a powerpoint presentation of the history of <br />the project. She also stated Staff can look at an update of impact fees. <br />She stated this would shift the burden to rate payers. She also stated <br />Council can consider implementing Pro -Rata reimbursement and make the Code <br />reflect what we actually do. Mayor Narvaiz stated Council has been given <br />several options and a policy decision needs to be made regarding increasing <br />our single - family market and looking at the affordability factors. Ms. <br />Robertson stated she feels the Council needs to be careful because many of <br />those homes will become rental homes. Mr. Thomaides stated he supports <br />moving forward on these issues. Mr. Bose inquired to the high impact fees. <br />Ms. Anderson stated the City is proactive in extending lines, which costs <br />money. She stated the City was providing infrastructure in areas that <br />aren't developed. She stated if Council pulls back from being aggressive <br />this will reduce the cost. Mr. Guerrero stated he feels the Council should <br />approach what they can control. He also stated the City needs single- family <br />housing. Mayor Narvaiz stated many corporations will not come to San Marcos <br />if there are not enough houses in the cost range for their employees. Ms. <br />Couch stated she agrees with Mr. Guerrero and Mayor Narvaiz. Mr. Jones <br />thanked the Staff for their recommendations and hard work on this issue.
