8 Regular Meeting October 24, 1988 Page 4 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 16, MISCELLAENOUS OFFENSES AND PROVISIONS, ARTICLE I, SECTION 16-12 OF THE SAN MARCOS CODE OF ORDINANCES TO INCLUDE AS OFFENSES STOPPING AND STANDING ON RAILROAD TRESTLE BRIDGES CROSSING THE SAN MARCOS RIVER; AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved for approval of the Ordinance on first reading and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 9-3(b) OF CHAPTER 9 OF THE CODE OF ORDINANCES OF SAID CITY TO REQUIRE THE ELECTRICAL INSPECTOR TO BE LICENSED AS A MASTER ELECTRICIAN, AMENDING SECTION 9-7(e) OF SAID CHAPTER TO PROHIBIT THE USE OF NONMETALLIC-SHEATHED CABLE WIRING AND SHIELDED NONMETALLIC-SHEATHED CABLE WIRING IN THE CENTRAL BUSINESS AREA DISTRICT, AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on second reading and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced for consideration reconsideration of a Zoning Ordinance. The Council did not wish to reconsider the Ordinance. The caption of the Ordinance reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984 (VOL. 66) BY ZONING BLOCK 1, LOT llA OF A REPLAT OF A PORTION OF LOTS 11 AND 12, BLOCK ONE, D. P. HOPKINS ADDITION TO THE CITY OF SAN MARCOS, HAYS COUNTY, TEXAS, AS RECORDED IN VOLUME 5, PAGE 70 OF THE HAYS COUNTY PLAT RECORDS, HAYS COUNTY, TEXAS, LOCATED AT 321 S. L.B.J. DRIVE, FROM "I" (INDUSTRIAL DISTRICT) TO "C" (COMMERCIAL DISTRICT); AND DECLARING AN EFFECTIVE DATE. Mayor Morris introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AMENDMENT NO.1 TO A LEASE BETWEEN SAID CITY AND HAYS COUNTY APPRAISAL DISTRICT CONCERNING PAYMENTS FOR NATURAL GAS UTILITY SERVICE, AUTHORIZING THE MAYOR TO EXECUTE SAID AMENDMENT ON BEHALF OF SAID CITY, AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved for adoption of the Resolution and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of minutes of the Special Meeting held October 7, 1988, the Regular Meeting held October 10, 1988 and the Special Meeting held October 17, 1988; approval of four Ordinances on second reading; adoption of five Ordinances on third and final reading; and adoption of six Resolutions by consensus. Ms. Kissler moved for approval of the minutes (Mr. Guerra abstaining from the minutes of the Special Meeting held October 17, 1988); approval of the four Ordinances on second reading; adoption of the five Ordinances on third and final reading; and adoption of the six Resolutions (Mayor Morris abstaining from Resolution Item l2.D. [3]) by consensus, and Mr. Plummer seconded the motion, which passed unanimously. The captions of the Ordinances and Resolutions read as follows:
