<br />11 <br /> <br />Regular Meeting <br /> <br />October 24, 1988 <br /> <br />Page 7 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE APPOINTMENT BY THE CHIEF OF POLICE OF <br />ONE PERSON TO OCCUpy THE PREVIOUSLY BUDGETED AND AUTHORIZED <br />POSITION WITHIN THE CLASSIFICATION OF POLICE CAPTAIN IN THE <br />POLICE DEPARTMENT OF THE CITY OF SAN MARCOS, TEXAS AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL <br />DISTRICT FOR THE HOLDING OF A SCHOOL DISTRICT BOND ELECTION <br />ON NOVEMBER 19, 1988, AUTHORIZING THE MAYOR TO EXECUTE SAID <br />AGREEMENT ON BEHALF OF SAID CITY, AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mayor Morris introduced for consideration award of bid for the <br />Uniform and Shop Towel Service. Ms. Kissler moved to award bid <br />to Executive Uniform Rental of San Marcos, Texas at an estimated <br />cost of $23,500.00 but not to exceed the amount of $24,978.00, <br />which is the amount of funds available. It vvas discussed that <br />the contract could include the Fire Department uniforms to the <br />amount of funds available. Mr. Hernandez seconded the motion. <br />On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Moore, Hernandez, Morris, Kissler, Plummer. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTAIN: <br /> <br />Guerra. <br /> <br />!1ayor Morris introduced for consideration authorization to bid <br />the Bulk Fuel Contract. Ms. Kissler moved to authorize bidding <br />and Mr. Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration issuance of the annual <br />report of Reinvestment Zone Number One, City of San ~1arcos <br />(JASBA). Ms. Kissler moved for issuance of the annual report and <br />Mr. Plummer seconded the motion, which passed unanimously. A <br />copy of the report is attached to these minutes. <br /> <br />Mayor Morris introduced for consideration approval of a street <br />closure for the Annual Jaycees' Haunted House. Steve Smith <br />advised that an inspection of the building had been made by the <br />City. Mr. Hernandez moved for approval of the street closure and <br />Mr. Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval for street <br />closure for the Second Annual Sights and Sounds and Christmas (1) <br />LBJ from San Antonio to Hopkins, December 1, 2 and 3, 1988 from <br />6:00 p.m.-9:30 p.m.; (2) San Antonio from Guadalupe to LBJ, <br />December 1, 2 and 3,1988 from 6:00 p.m.-9:30 p.m.; and (3) LBJ <br />from University to the Square, December 2 and 3, 1988 from 6:00 <br />p.m.-7:00 p.m. (the Police Department advised it would probably <br />not need to be closed the entire hour). Mr. Guerra moved for <br />approval and Mr. Hernandez seconded the motion, which passed <br />unanimously. <br /> <br />Mr. Hernandez moved the Council adjourn into Executive <br />Session pursuant to Article 6252-17, Sections 2(e), (f) and (g), <br />V.A.C.S., to discuss pending litigation (Allen vs.City; LCRA rate <br />case), and matters of the duties of the City Attorney to the City <br />pursuant to the Code of Professional Responsibility of the State <br />Bar of Texas clearly conflicts with Article 6252-17; purchase, <br />exchange, lease and value of real property; evaluation and duties <br />of public employees, respectively, and Mr. Plummer seconded the <br />motion, which passed unanimously (8:18 p.m.). <br /> <br />Mr. Moore moved the Council reconvene at 10:32 p.m. and Mr. <br />Hernandez seconded the motion, which passed unanimously. <br />
