<br />40 <br /> <br />Regular Meeting <br /> <br />November 14, 1988 <br /> <br />Page 5 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE APPOINTMENT BY THE CHIEF OF POLICE OF <br />WILLIAM FEICK, ROBERT PICASIO AND SCOTT WEBBER AS MEMBERS OF <br />SAID CITY'S POLICE RESERVE FORCE, APPROVING THE REMOVAL BY <br />THE CHIEF OF POLICE OF JOHN L. MCNEILL, EDWARD F. DAVIS, <br />ERIC JOHANSEN AND CLINT MEADOWS FROM THE POLICE RESERVE <br />FORCE AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TE~1S AND CONDITIONS OF A GUARANTEED <br />MAINTENANCE AGREEMENT WITH OFFICE COMMUNICATIONS SYSTEMS, <br />INC., AUTHORIZING THE ~ßYOR TO EXECUTE SAID AGREEMENT ON <br />BEHALF OF SAID CITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING THE TRADE-IN OF FOUR (4) SELECTRIC II <br />TYPEWRITERS FOR THE PRICE OF $75.00 EACH TOWARDS THE <br />PURCHASE OF A CANON 200E TYPEWRITER FROM ADVANCED BUSINESS <br />SYSTEMS, INC., AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING AN AMENDMENT TO A CONTRACT BETWEEN SAID <br />CITY AND THE TEXAS DEPART~lliNT OF COMMERCE FOR THE <br />PERFOR~ßNCE OF RENTAL REHABILITATION ACTIVITIES, AUTHORIZING <br />THE MAYOR TO EXECUTE SAID AGREEMENT ON BEHALF OF SAID CITY, <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, RATIFYING THE CITY MANAGER'S EXECUTION OF CONTRACT <br />NO. 422023 WITH THE TEXAS DEPARTMENT OF COMMUNITY AFFAIRS <br />FOR A TEXAS EMERGENCY SHELTER GRANTS PROGRAM, AND <br />ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mayor Morris introduced an Item removed from the consensus <br />agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />DECLARING SAID COUNCIL'S COMMITMENT TO CREATE A MUTUALLY <br />AGREEABLE REGIONAL SURFACE WATER PROJECT AGREEMENT WITH NEW <br />BRAUNFELS UTILITIES, AUTHORIZING THE ~ßYOR AND CITY MANAGER <br />TO NEGOTIATE AN AGREEMENT WITH NEW BRAUNFELS UTILITIES FOR <br />SAME, AND DECLARING AN EFFECTIVE DATE. <br /> <br />In addition to the Resolution, a draft Memorandum of <br />Understanding for Surface Water Development by and between New <br />Braunfels Utilities and City of San Marcos was reviewed by the <br />Council. Mr. Gilley stated the Edwards Board had asked for the <br />Memorandum of Understanding to reflect information regarding <br />funding, procedures and what confirmation had been reached, and <br />Bob Sohn of New Braunfels Utilities was working with the City of <br />San Marcos to put together a program. Mr. Hankins pointed out <br />the major differences in the Memorandum of Understanding first <br />presented and the current one are the facility cost and no <br />capital expenditure up front in the newer proposal. Mr. Gilley <br />stated San Marcos would be purchasing the treatment of water with <br />no capital cost initially, with San Marcos being an equity <br />partner in the earlier arrangement and a participant in the new <br />arrangmeent. Mr. Hankins also stated the notice provision in the <br />new proposal had been changed from 12 months to 24 months. Mr. <br />Gilley stated we have budgeted $88,000 for the purchase of <br />surface water but have no projections on use and population. He <br />stated we are currently working on a combination of underground <br />water and surface water. He said GBRA would be a source of water <br />and a viable alternative but that we needed to also look at other <br />possibilities, and that we are not locked into this arrangement <br />with New Braunfels. Mayor Morris stated she wants us to be able <br />to further negotiate with New Braunfels and that we need to look <br />at the astronomical rate structure. Mr. Hankins stated Mr. Sohn <br />
