Mayor Morris called the meeting to order at 12:00 Noon. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REPEALING THAT ORDINANCE ADOPTED ON THIRD READING ON DECEMBER 12, 1988, WHICH AMENDED SECTION 16-3 OF ARTICLE 1 OF CHAPTER 16, MISCELLANEOUS OFFENSES AND PROVISIONS, OF THE CODE OF ORDINANCES OF SAID CITY TO PROVIDE FOR THE PROTECTION OF PERSONS USING PUBLIC WATERS IN SPRINGLAKE AND PROHIBITING VIOLATIONS OF LAW ASSOCIATED WITH THE USE OF PUBLIC WATERS IN SPRINGLAKE, AND ADOPTING A NEW ORDINANCE RELATING TO THE SAME SUBJECT, AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved to approve the Ordinance on first reading and Mr. Guerra seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of the minutes of the Regular Meeting held December 12, 1988, approval of an Ordinance on second reading, adoption of two Ordinances on third and final reading, adoption of three Resolutions and approval of use of $30,000.00 General Fund Contingency, $15,000.00 Water/Wastewater Contingency and an addendum, approval of use of $5,000.00 Water/Wastewater Contingency for funding of the Regional Water Plan Task Force by consensus. The Council removed Item 4.D. (2) from the consensus agenda to be considered separately. Mr. Hernandez moved to approve the minutes of the Regular Meeting held December 12, 1988, to approve the Ordinance on second reading, to adopt the two Ordinances on third and final reading, to adopt the remaining two Resolutions and to approve $30,000.00 from General Fund Contingency for $15,000.00 roof renovation for the Police Department and $15,000.00 roof renovation for the Central Fire Station, $15,000.00 from Water/Wastewater Contingency for repairs to heating/air conditioning systems in the City Hall Complex, contracting lawn maintenance of City Hall Complex and maintenance for the Municipal Building and $5,000.00 from Water/Wastewater Contingency for funding of the Regional Water Plan Task Force by consensus and Mr. Moore seconded the motion, which passed unanimously. The captions of the Ordinances and Resolutions read as follows: * Ms. Kissler and Mr. Plummer were not present at this meeting. ** Mr. Guerra left the meeting at 12:50 p.m.
