Wastewater Master Plan <br />City of San Marcos <br />EXECUTIVE SUMMARY <br />1.0 INTRODUCTION <br />Executive Summary <br />The City of San Marcos is a rapidly growing community located in central Texas, within Hay County. The <br />City currently provides wastewater service to over 46,000 people. The population within the wastewater <br />service area is projected to grow by almost 32,000 people in the next 22 years. Accommodating this <br />growth, by adding capacity where needed within the existing service area and extending infrastructure to <br />new service areas in accordance with the City's Comprehensive Plan, in an efficient and cost effective <br />manner is the focus of this Wastewater Master Plan. This report has been prepared to provide the City <br />of San Marcos a planning tool that will serve as a guide for short -term and long -term improvements to <br />the infrastructure within the wastewater system. <br />2.0 POPULATION AND WASTEWATER FLOWS <br />The performance of the San Marcos wastewater collection system is dependent on the amount of flow <br />being conveyed through the system currently and in the future. To determine locations where future <br />wastewater system improvements are necessary, existing and future wastewater load projections must <br />be developed. <br />In 2012, the City developed a new comprehensive plan entitled Vision San Marcos: A River Runs Through <br />Us, which included population projections through 2035. These projections were utilized to determine <br />the overall population in the wastewater service area for each planning year by adding the growth <br />identified in the comprehensive plan to the existing 2013 population. It was assumed that the number of <br />employees would grow at the same rate as the population.
