Regular Meeting January 7, 2008 Page 2 <br />Mayor Narvaiz led the Pledge of Allegiance. <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Joe Ptak spoke in <br />support of several City Departments and their great service. 2) Natalie <br />Waugh provided the Council with a copy of the Homeowners and Bank <br />Protection Act of 2007. She stated the LaRouche Political Action Committee <br />is encouraging Cities to adopt a Resolution in support of this Act to save <br />homeowners and the banks. <br />Mayor Narvaiz introduced the Staff Report. Ms. Jamison stated she did not <br />have a Staff Report. <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Bose wished <br />everyone a Happy New Year. 2) Mr. Thomaides thanked everyone who attended <br />the Polar Bear Plunge at Sewell Park on January 1, 2008. He stated he was <br />one of the 150 to 200 participants this year. He thanked the San Marcos <br />River Foundation for sponsoring this event. 3) Mr. Jones stated he held a <br />Economic Development Brainstorming event a few weeks ago. He also stated <br />he will provide the Council with the results from this meeting. 4) Ms. <br />Couch wished everyone a Happy New Year. She stated she has been a Council <br />Member for one year and she wanted to thank everyone who voted for her. 5) <br />Mayor Narvaiz stated she had lunch with Buddy Garcia, Chair of the TECQ. <br />Mr. Garcia stated he is looking forward to helping San Marcos, which will <br />also be helpful for Economic Development. Mayor Narvaiz thanked the US <br />Army for inviting her to the Army Bowl, which the West lost. She stated <br />she also went to the dinner the night before and the Texans were well <br />represented. She stated Gail Sayers was the speaker. He spoke regarding <br />who you are as a person and how football does not define you as a person. <br />Mayor Narvaiz stated this week she will begin her term as the Chair of <br />CAPCOG and the Texas Board of Regionalism. She asked Ms. Jamison to <br />explain the important acquisition the City made. Ms. Jamison stated the <br />Water /Wastewater and Legal had been working to acquire Diamond Pure Water <br />Company. By acquiring, we are underway with projects to improve <br />reliability. <br />Mayor Narvaiz introduced for consideration approval of minutes of the <br />Regular Meeting held December 4, 2008, December 11, 2008, and approval of <br />minutes of the Special Meeting held December 11, 2008, adoption of seven <br />Resolutions, and approval of Conditional Use Permit for on- premise <br />consumption of alcohol in a restaurant located at 2550 Hunter Road within <br />300 feet from a public school, on consent. The Council removed Items 14, <br />16 and 18, adoption of Resolutions, to be considered separately. Mr. Jones <br />moved for approval of minutes of the Regular Meeting held December 4, 2008 <br />December 11, 2008, and approval of minutes of the Special Meeting held <br />December 11, 2008, adoption of the remaining four Resolutions, and approva <br />of Conditional Use Permit for on- premise consumption of alcohol in a <br />
