Regular Meeting January 7, 2008 Page 5 <br />develop, and implement strategies which balance the needs of the Edwards <br />Species with overall water use and supply in the Edwards Aquifer region; 3. <br />develop and complete an implementing agreement by December 31, 2009; 4. <br />develop and complete a program document by September 1, 2012, that shall <br />take effect December 31, 2012, and may be in the form of a habitat <br />conservation plan for the Edwards Species; 5. implement the program <br />document; and 6. secure federal, state, and other available funding to <br />assist with the development and implementation of the Program. He stated <br />by signing this agreement, the Council demonstrates the City's commitment <br />to a cooperative and consensus -based process consistent with the purposes <br />of the EARIP. Mr. Thomaides stated since Mr. Taggart represents San <br />Marcos and the Guadalupe Basin on the SAWS Board; he inquired whether Mr. <br />Taggart's first support be with San Marcos and our river. Mr. Taggart <br />stated his support would always be with San Marcos and our river. Mr. <br />Thomaides requested all that the Council be updated regarding any item that <br />is detrimental to San Marcos and our river. Ms. Jamison stated Staff will <br />make this part of the City of San Marcos Project Briefings. The Council <br />then voted unanimously of adoption of the Resolution. <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY AN AREA CONSISTING OF 4.306 ACRES, MORE OR LESS, <br />LOCATED AT THE INTERSECTION OF POST ROAD AND YARRINGTON ROAD <br />( YARRINGTON ROAD TRACT); APPROVING A SERVICE PLAN FOR THIS AREA; AND <br />INCLUDING PROCEDURAL PROVISIONS. <br />Mr. Jones moved for approval of the Ordinance on second reading, and Mr. <br />Guerrero seconded the motion, which passed unanimously. <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />APPROVING THE SALE OF LOT 15, THE RIDGE AT STONECLIFF, LOCATED AT 2242 <br />SUMMIT RIDGE, TO DWAYNE THOMASON; AUTHORIZING THE INTERIM CITY MANAGER <br />TO EXECUTE A DEED; AND INCLUDING PROCEDURAL PROVISIONS. <br />Mr. Jones moved for approval of the Ordinance on second reading, and Mr. <br />Thomaides seconded the motion. <br />The meeting adjourned at 7:45 p.m. on a motion made by Mr. Jones and <br />seconded by Ms. Couch. <br />
