City Council Meeting Minutes February 17, 2015 <br />16. Receive a Staff update and hold discussion regarding CodeSMTX and Neighborhood <br />Character Plans, and provide direction to Staff. <br />Shannon Mattingly, Director of Development Services, Abigail Gillfillan, Permit Center Manager, <br />and Think Tank Chair John David Carson, provided the Council with and update on the Code <br />SMTX project and the Neighborhood Character Plans. No further direction was provided. <br />17. Receive a report and recommendations from the City Council's Economic <br />Development Subcommittee, discuss the level of City funding for services provided by <br />the Greater San Marcos Partnership, and provide direction to City Staff. <br />The Council subcommittee of Mayor Guerrero, Council Member Prewitt and Council Member <br />Thomaides provided their options to the Council. <br />a) keep the current funding level or b) reduce funding to $120,000 annually and have an internal <br />City Economic Development Staff. <br />Following discussion Council consensus was to pursue the reduction in funding to $120,000 <br />annually and create an internal City Department. The final approval was directed to be brought <br />back on March 17, 2015. <br />18. Hold discussion regarding a request from Hays County to adopt a Resolution in <br />support legislation in process filed by Representative Jason Isaac, regarding Ground <br />Water Conservation District regulation, and provide direction to Staff. <br />City Manager Jared Miller provided the Council with a proposed Resolution in support of <br />Representative Jason Isaac's legislation regarding Ground Water Conservation District <br />regulation. Council consensus was to bring back the Resolution for Council consideration on <br />March 3, 2015. <br />VI. Question and Answer Session with Press and Public. <br />Frank Campos, University Star, asked Council Member Prewitt if she believed that all the small <br />cities that contribute less are benefiting as much as San Marcos from GSMP? She replied with, <br />"They do." He asked if they benefit as much like with job creation? She replied that the regional <br />work that they have done has benefited all of our cities. He asked if San Marcos was reaping the <br />biggest reward? She replied stating that we get more services from them because we don't have <br />an economic development team in San Marcos, they take us from the beginning to the end, <br />where the other cities don't. We all are marketed in this region for each of the assets that our <br />communities holds, ultimately 1 believe that the business will find the community that fits their <br />needs and the vision for what their company wants. He asked if the number of 95% from Mrs. <br />Cruz meant anything to her in regards to the rewards San Marcos is reaping? She replied that <br />no it didn't because the last time she heard it was 65% and this was the first public meeting that <br />she had heard they were primarily focused on San Marcos. <br />VII. Adjournment. <br />A motion was made by Council Member Thomaides, seconded by Mayor Pro -Tem Prather, that <br />the regular meeting of the San Marcos City Council be adjourned at 12:40 a.m. on Wednesday, <br />February 18, 2015.
