79 Regular Meeting April 13, J.987 Pag~: 10 Mayor Younger introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN £.~ARCOS, TEXAS, AUTHORIZING AND APPROVING A CHANGE ORDER TO THE CONTRACT FOR CONSTRUCTION OF THE SAN MARCOS, TEXAS PUBLIC WORKS COMPLEX RELATING TO PIERS; PROVIDING THAT THE COMPENSATION AND PRICE FOR ADDI- TIONAL WORK IS SUBJECT TO APPROVAL BY THE CITY COUNCIL; AND DECLARING AN EFFECTIVE DATE. Mr. Guerra moved for adoption of the Resolution and Ms. Kissler seconded the motion. Jeff Kester advised the Council shallower piers were being used for the administration and public works building as it is not sup- porting thres floors. This Resolution is to raise the pier bottom above the water table to approximately 12 feet. They will increase the diameter of t:he pier shafts 3 and 1. They drilled a test hole to find the water level, which is fairly uniformly at 13 feet. They will put straight shafts in instead of bell shafts, and the cost will have a cap of $5,000.00. The Council voted unanimously for adoption of the Resolution. Mayor Younger introduced for consideration approval of appointment of Special Judge to preside over Case Nœ. 87-3363 and 87-3568 in the Municipal Court of the City of San Marcos, Texas (Agenda Items 13.A. and 13.B.). Mayor Younger moved to table these matters to the April 27 meeting, but there was no second. Mr. Farr moved to appolnt Michael Grazier as the Special Judge for both of these cases and Mr. Brown se- conded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Guerra, Kissler; Nicola. NAY: Younger. ABSTAIN: None. (Mr. Coddington ~efused to vote on this matter). Mayor Younger introduced for consideration approval to temporarily close the 100 Block of San Antonio Street on the South side of Courthouse Square on April 30,1987 from 5:30 p.m. to 10:00 p.m. in conjunction with Cinco de Mayo. Ms. Kissler moved for approval and Mr. Farr se- conded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of a change order for Mill Street area improvements Change Order Number 7 in the amount of $32,719.05. Ms. Kissler moved for approval of the change order and Mr. Guerra seconded the motion. Mayor Youngør asked what recourse the City has for Freese and Nichols' error. Mr. Gonzalez advised Mayor Younger they had not made an error but had only estimated what ~he amount would be. Mr. Parr requested Staff look at what is equitable/inequitablp re: apron approaches to driveways and was advised the area in question was connected with a different project, Millview rather ~han Mill Street. On roll call the following vote was recorded: AYE: Brown, Farr, Gue~cra, Kissler, Nicola. NAY: Coddington, Younger. ABSTAIN: None.
