74 Regular Meeting April 13, 1987 Page 5 Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 10 OF THE SAN MARCOS CODE OF ORDINANCES BY REPEALING THE 1976 FIRE PREVEN- TION CODE AND ADOPTING THE 1985 STANDARD FIRE PREVEN- TION CODE AND ESTABLISHING AN EFFECTIVE DATE. Mr. Brown moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS; ABANDONING AND VACATING A 15 FOOT BY 315 FOOT ALLEY, AND BEING THAT ALLEY WHICH ABUTS LOTS 236-241 AND 262-267, BLOCK 40 OF THE WESTOVER ADDITION TO THE CI~Y OF SAN ~ffiRCOS, HAYS COUNTY, TEXAS, AUTHOR- IZING THE MAYOR OF SAID CITY TO EXECUTE A SPECIAL WAR- RANTY DEED; REFLECTING PAYMENT OF THE FAIR MARKET VALUE OF $285.00 AND DECLARING AN EFFECTIVE DATE. Mr. Coddington moved for approval of the Ordinance on first reading and Mayor Younger seconded the motion. Mr. Brown pointed out the city engineer recommended denial of the Ordinance until the streets and drainage are in place, because the City might need to acquire pro- perty during the improvements project and it would cost more to buy land after we give it up. Mr. Nicola moved this matter be tabled until the engineering studies have been completed and a determination is made whether or not we will need any of this property (Mr. Jenkins indicated the study would be completed in two to three months), and Mr. Guerra seconded the motion. Mr. Nicola stated he wanted the applicant to voice any concerns they might have for this delay. Mr. Robbins indi- cated the applicant wants to put a structure in the alley. On roll call on the tabling motion, the following vote was recorded: AYE: Brown, Farr, Younger, Guerra, Kissler, Nicola. NAY; None. ABSTAIN: Coddington. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEPTEM- BER 8, 1986 WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- CAL YEAR BEGINNING OCTOBER 1, 1986 AND ENDING ON SEP- TEMBER 30, 1987, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE, TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS, ADOPTING SAID REVISIONS AND ESTIMATES, AND DECLARING AN EFFECT- IVE DATE.
