<br />76 <br /> <br />Regular Meeting <br /> <br />April 13, 1987 <br /> <br />Page 7 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY ZONING LOTS 18 AND 19 OF WILLIAM <br />GOFORTH'S FIRST SUBURBAN ADDITION TO THE CITY OF SAN <br />MARCOS, HAYS COUNTY, AS RECORDED IN VOLUME 88, PAGE <br />80 OF THE HAYS COUNTY DEED RECORDS; A/K/A 1903 POST <br />ROAD, FROM "M" (SINGLE-FAMILY, DUPLEX.. AND NEIGHBOR- <br />HOOD BUSINESSES DISTRICT) TO "C" (COMMERCIAL); AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger introduced for consideration approval of three Ordinances <br />on second reading and adoption of one Ordinance on third and final read- <br />ing by consensus. The Council requested Item 11.A. (1) be pulled from <br />the consensus agenda. Mr. Farr moved to approve the remaining two Ordin- <br />ances on second reading and adoption of one Ordinance on third and final <br />reading and Mr. Brown seconded the motion, which passed unanimously <br />(Mayor Younger voting NAY on Item 11.A. [3]). The captions of these <br />Ordinanc~s read as follows: <br /> <br />Consider approval of Ordinances on second reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION.- 29-152 OF THE SAN <br />MARCOS CODE OF ORDINANCES BY ADDING A NO-PARKING/TOW- <br />AWAY ZONE ON BOTH SIDES OF PLEASANT DRIVE AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />I'ffiRCOS, TEXAS, DECLARING THE PROPERTY ON WHICH THE <br />OLD FISH HATCHERY BUILDING SITS AS PARKLAND AND <br />ESTABLISHING AN EFFECTIVE DATE. <br /> <br />(Mayor Younger voting NAY on the preceding Ordinance). <br /> <br />Consider adoption of Ordinance on third and final reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />1.~RCOS, TEXAS, AMENDING SECTIONS 29-131 AND 29-132 <br />OF THE SAN MARCOS CODE OF ORDINANCES TO PROVIDE FOR <br />LOWERED SPEED LIMITS ON FM 631 AND ESTABLISHING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Younger introduced the Ordinance pulled from the consensus <br />agenda, approval of an Ordinance on second reading, the caption <br />which 'Nas read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, REPEALING ARTICLE III OF CHAPTER 5 <br />OF THE SAN MARCOS CODE OF ORDINANCES AND ADOPTING <br />NEW CHAPTER 5, ARTICLE III. FLOOD DAMAGE PREVENTION <br />CONSISTENT WITH THE LATEST FEDERAL REGULATIONS FROM <br />FEMA AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved for approval of the Ordinance on second reading and <br />Mayor Younger seconded the motion. Mr. Coddington does not think it <br />would be bad to not have the flood insurance program, and he thinks the <br />County feels the same way. He stated the City does not know if we will <br />receive the new maps (with dams in place) in July or not. Mr. Brown <br />asked Mr. Coddington if he would balance the benefits to the liabilities <br />of the insurance program. Mr. Coddington stated he had talked with two <br />insurance agencies which advised him it is good for the lending agencies <br />
