<br />12 <br /> <br />SAN MARCOS CITY COUNCIL <br /> <br />BUDGET POLICY STATEMENT <br /> <br />1987-1988 <br /> <br />In compliance with requirements of the City Charter of the CitYAof San <br />Marcos, this policy statement is hereby presented by the City Council <br />to be used by the City Manager as direction during the preparation of <br />the proposed budget for Fiscal Year 1987-88. <br /> <br />It is the desire of the City Council to adopt a budget which provides <br />for levels of service consistent with those currently provided by the <br />City, while recognizing the need to provide adequate revenue sources <br />to do so. However, given the current economic conditions, we also <br />recognize that there will be few, if any, possibilities for new <br />services. Further, we would ask the City staff to research <br />possibilities for reductions in expenditures, provided current levels <br />of services are not reduced. The City Manager will therefore consider <br />the following policies in preparation of the Budget for the City of <br />San Marcos for Fiscal Year 1987-88. <br /> <br />1. <br /> <br />Attempt to implement <br />increase is needed. <br /> <br />proposed C.I.P., <br /> <br />realizing <br /> <br />a <br /> <br />.O4ç <br /> <br />tax <br /> <br />2. <br /> <br />Attempt to <br />funding. <br /> <br />commit .O2ç of current tax rate for <br /> <br />Social <br /> <br />Service <br /> <br />3. <br /> <br />Need to determine how present projected budget shortfalls can be <br />avoided in current fiscal year and determine whether or not the <br />next year's projections need to be modified. <br /> <br />4. <br /> <br />Need to address Personnel Issues: <br /> <br />* <br /> <br />Staff is to present plan which would differentiate lower <br />salary personnel from higher salaried positions and attempt <br />to focus modest cost of living to lower salaried employees <br />and merit for all salaried employees. <br /> <br />* <br /> <br />Present to Council information on cost of increase for <br />and Police cost of living. <br /> <br />Fire <br /> <br />* <br /> <br />Update Waters, Trego & Davis study to determine <br />any, salary adjustments are warranted. <br /> <br />what, <br /> <br />if <br /> <br />* <br /> <br />Work to have no net increase in full time staff positions. <br />
