69 Regular Meeting June 8, 1987 Page 8 Mayor Younger introduced for consideration award of bid for a 30 KW portable generator for the Spring lake Hills Lift Station. Mayor Younger moved to award the bid to Lightbourn Equipment Co. of San Antonio, Texas in the amount of $12,301.00 and Mr. Guerra seconded the motion, which passed unanimously. Mayor Younger stated the next item on the agenda did not need to be considered, approval of Change Order No.2 in the amount of $9,678.75 on LBJ-Chestnut-Ridgeway Wastewater Line Project, as Item 9 on this Agenda was tabled, the budget amendment for the funds for this project. It will be rescheduled for June 22, 1987. Mayor Younger introduced for consideration approval of allocation of contingency funds in the amount of $3,375.00 for two gates on McCarty Lane at the railroad crossings. Ms. Kissler moved for approval and Mr. Guerra seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of allocation of contingency funds in the amount of $1,000 to Cravens, Dargan & Company for self-insured retention (Claim No. 29187; Claimant, Pat Price). Ms. Kissler moved for approval and Mr. Guerra seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval to close San Antonio Street between Guadalupe and LBJ on June 11,1987, from 5:30 p.m. to 10:30 p.m. for Tim Walsh's Laser Light Show, All-Town Talent Show and Box Supper. Mayor Younger moved for approval and Ms. Kissler seconded the motion. Mr. Guerra stated portable toilets need to be provided by activities being held in this area. Chief Galchutt stated the Council may wish to consider police being hired when alcohol is sold at these activities. The Council directed Mr. Gonzalez present policies covering these matters at a future meeting for the Council's consideration. The Council voted unanimously for approval to close the street on June 11, 1987. Mayor Younger introduced for consideration approval to close San Antonio Street between Guadalupe and LBJ on June 27,1987, from 9:00 a.m. to 5:00 p.m. for the Jaycees' Fourth Annual Seafood Gumbo Cookoff. Mr. Hernandez moved for approval and Mayor Younger seconded the motion, which passed unanimously. Mayor Younger introduced a Mayor's discussion item, Post Road drainage. Mr. Boeker stated the City needs to place a 24" drain in this area, and possibly a second 24" drain and that the City needs to start ac- quiring easements so we can put in the drainage. Mr. Gonzalez was directed to look into the possibility of a transportation fee being established. Mayor Younger introduced a Mayor's discussion item, fluoridation. Mr. Boeker advised Spring lake would be ready by October 1, 1987 and we need approximately $10,200 at the Comanche location plus $7,000 for a building and that the building will have to be bid. Mayor Younger introduced a Mayor's discussion item, a flood warning system. Mr. Gonzalez advised $2,000 is needed, and Chief Galchutt advised the City needs an agreement prepared for the equipment. Mayor Younger stated he has talked with a City in South Texas that stated they and five other Cities in their area charge a 5% franchise tax, and Mayor Younger wants our City to look at that.
