53 Regular Meeting February 23, 1987 Page 12 Mayor Younger introduced a Mayor's discussion item of having ex-officio membprs on thE;: Planning Commission. Mayor Younger stated he thought the Council should review the makeup of the Commission's members, and to consider the inclusion of ex-officio members who reside in the City's extraterritorial jurisdiction. Mr. Coddington stated he is in favor of two or one member(s) from the ETJ but that they be voting members. Mayor Younger stated he would like to see the ex-officio memb(::rs be allowed to vote on matters concerning the ETJ. Mr. Hankins advised the Council the Planning Commission is set up by Charter and that a Charter Amendment would be necessary to change the makeup of the Board. Mr. Guerra stated he would like to have the Charter Review Commission look at this as a possibility. Aart Millecam, Chairman of the Planning Commission, stated he is in favor of having ex-officio members in order to facilitate closer cooperation with the County on issues. Ms. Kissler stated she is in favor of the Charter Review Com- mission looking at this issue when they meet. Mr. Brown moved the Council adjourn into Executive Session pursuant to Article 6252-17, §§2(e) and (g), V.A.C.S., to discuss matters where the duties of the City Attorney to the City pursuant to the Code of Profes- sional Responsibility of the State Bar of Texas clearly conf~icts with Article 6252-17; employment of a public officer or employee (Municipal Court Judges), respectively, and Mr. Guerra seconded the motion, which passed unanimously (9:57 p.m.).
