II Regular Meeting February 9, 1987 Page 2 Mayor Younger introduced for consideration approval of six appoint- ments to the Central Texas Higher Education Authority. Mr. Coddington moved to reappoint the following six members to the CTHEA: Patty Sullivan, Kathi Castoldi, John Morrisset, Soila Rodriguez, Kathy Morris and Jerri Martin, and Mr. Guerra seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of appointments by individual Council Members to the Citizens Storm Drainage Advisory Board. Mr. Brown appointed Reverend Alphonso Washington to Stormwater Management Area 4 and Mr. Nicola appointed Lynn Silguero to Stormwater Management Area 5. At the January 26, 1987 meeting, Mr. Farr appointed Gerald Champagne to Area 2 and Mr. Guerra appointed W. W. McElroy to Area 1. Mr. Coddington will make an appointment to Area 3 and Mayor Younger and Ms. Kissler will appoint members to the Board at large, and these three remaining appointments will be scheduled for the February 23 Regular Meeting of the Council. Mayor Younger introduced a presentation by Karnack Cable TV, represented by Steve Smith. Mr. Smith provided the Council with a handout, a copy of which is attached to these minutes, of a rate adjustment to becorœ effective ~1arch 1, 1987 ~ Mr. Smith is to provide Council with area rates, local station services and the net lncrease oost to custorœrs. Mayor Younger introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURESAND LAND, DATED JUNE 13, 1984 (VOL. 66) BY ZONING 4.68 ACRES OF LAND, MORE OR LESS, OUT OF THE J. M. VERAÞIENDI LEAGUE NO.1, CITY OF SAN MARCOS, HAYS COUNTY, TEXAS, BEING ALL OF THAT REAL PROPERTY CONVEYED TO H. GARLAND STOKES AND HERBERT A. YARBROUGH, JR. Mayor Younger opened the public hearing and asked if anyone wished to speak in favor or in opposition to the Zoning request. Garland Stokes was present to answer any questions of the Council. Frank Robbins advised the Council FEMA has not looked at this matter, as a permit has not yet been applied for. No one else wished to speak in favor or in opposition, so Mayor Younger closed the public hearing. Mr. Coddington moved for adoption of the Ordinance and Mr. Farr seconded the motion, which passed unanimously.
