<br />II <br /> <br />Regular Meeting <br /> <br />February 9, 1987 <br /> <br />Page 2 <br /> <br />Mayor Younger introduced for consideration approval of six appoint- <br />ments to the Central Texas Higher Education Authority. Mr. Coddington <br />moved to reappoint the following six members to the CTHEA: Patty <br />Sullivan, Kathi Castoldi, John Morrisset, Soila Rodriguez, Kathy <br />Morris and Jerri Martin, and Mr. Guerra seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of appointments <br />by individual Council Members to the Citizens Storm Drainage Advisory <br />Board. Mr. Brown appointed Reverend Alphonso Washington to Stormwater <br />Management Area 4 and Mr. Nicola appointed Lynn Silguero to Stormwater <br />Management Area 5. At the January 26, 1987 meeting, Mr. Farr appointed <br />Gerald Champagne to Area 2 and Mr. Guerra appointed W. W. McElroy to <br />Area 1. Mr. Coddington will make an appointment to Area 3 and Mayor <br />Younger and Ms. Kissler will appoint members to the Board at large, <br />and these three remaining appointments will be scheduled for the February <br />23 Regular Meeting of the Council. <br /> <br />Mayor Younger introduced a presentation by Karnack Cable TV, represented <br />by Steve Smith. Mr. Smith provided the Council with a handout, a copy <br />of which is attached to these minutes, of a rate adjustment to becorÅ“ effective ~1arch 1, <br />1987 ~ Mr. Smith is to provide Council with area rates, local station services and the <br />net lncrease oost to custorÅ“rs. <br />Mayor Younger introduced for consideration a public hearing and adoption <br />of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ANENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF <br />BUILDINGS, STRUCTURESAND LAND, DATED JUNE 13, 1984 <br />(VOL. 66) BY ZONING 4.68 ACRES OF LAND, MORE OR LESS, <br />OUT OF THE J. M. VERAÞIENDI LEAGUE NO.1, CITY OF SAN <br />MARCOS, HAYS COUNTY, TEXAS, BEING ALL OF THAT REAL <br />PROPERTY CONVEYED TO H. GARLAND STOKES AND HERBERT <br />A. YARBROUGH, JR. BY THE FROST NATIONAL BANK OF SAN <br />ANTONIO BY DEED DATED OCTOBER 4, 1971 AND RECORDED IN <br />VOLUME 246, PAGE 638, HAYS COUNTY DEED RECORDS; A POR- <br />TION OF SAID 4.68 ACRES BEING ALL OF LOTS I, 2, 10, 11, <br />12 AND 13 OF BLOCK NO.2 OF THE B. Garland <br />Stokes was present to answer any questions of the Council. Frank <br />Robbins advised the Council FEMA has not looked at this matter, as <br />a permit has not yet been applied for. No one else wished to speak <br />in favor or in opposition, so Mayor Younger closed the public hearing. <br />Mr. Coddington moved for adoption of the Ordinance and Mr. Farr seconded <br />the motion, which passed unanimously. <br />
