<br />16 <br /> <br />Regular Meeting <br /> <br />February 9, 1987 <br /> <br />Page 7 <br /> <br />Mr. Coddington moved for adoption of the Resolution and Mr. Farr se- <br />conded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, RATIFYING THE EXECUTION BY THE CITY <br />MANAGER OF SAID CITY OF AN APPLICATION FOR ASSISTANCE <br />FROM THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S <br />OFFICE FOR A LOCAL DANGEROUS DRUG CONTROL UNIT, AUTHOR- <br />IZING THE EXPENDITURE OF $6,143.00, AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Brown moved for adoption of the Resolution and Mr. Farr seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Younger introduced Item l5A on the Agenda at this point in the <br />meeting, a discussion and direction on the disposal of the Dunbar <br />Recreation Building. Rodney Cobb requested direction from the Council <br />as to the disposition of the Dunbar barracks so that construction of <br />the new Dunbar Building can commence. The following suggestions were <br />offered for the Council's consideration: (1) move and use structure <br />at old treatment plantas a fire training facility - $6,000; (2) tear <br />down structure and remove debris - $4,000; (3) move structure to air- <br />port and use as storage - $6,000; and (4) remove Comal Center and <br />replace with Dunbar structure - $34,000. Mr. Hankins advised the <br />Council the City entered into a lease with King David Masonic Lodge <br />No. 33 AF-AM in June, 1977, and that the Lodge was in breach of the <br />contract in that they have not provided the insurance required on <br />the building and they have not maintained the building, as required <br />in the lease agreement. The Lodge has requested the Council consider <br />removal of the Comal Recreation Center and replacement of the Dunbar <br />barracks at this location. Nelvia Burleson, a resident of the Dunbar <br />area, stated she did not want any of the Dunbar funds used for the <br />barracks building re~oval and/or renovation and additionally wants a <br />nice kitchen and meeting room to be provided in the new Dunbar struc- <br />ture. Mr. Gonzalez advised the Council there is a demand for storage <br />space of documents the City is required to retain and is in hopes the <br />Council will consider the barracks building for storage space. Mr. <br />Nicola indicated he was not interested in the City pursuing Options 1, <br />2 or 4 listed above, and requested this item be scheduled at the next <br />Regular Meeting of the Council for further consideration. The Council <br />directed the barracks building presently be set to the side of the lot <br />of its present location so that construction of the new Dunbar Building <br />can commence and until such time as a decision can be reached regarding <br />the future use of the Dunbar barracks building. The Council directed <br />Jeff Kester meet with Mrs. Burleson to address her concerns regarding <br />the new Dunbar Building. <br /> <br />Mayor Younger introduced Item 15B on the Agenda at this point in the <br />meeting, a discussion and direction regarding the Cemetery Boundary <br />Map prepared by Charles Swart. Mr. Swart advised the Council he had <br />been retained by Dinah Elwell in 1984 to prepare a cemetery boundary <br />map and that he has completed said map for a total of $8,792.50. The <br />Cemetery Commission has recommended Mr. Swart be paid for his work. <br />Rodney Cobb advised the Council the funds presently budgeted for fence <br />improvements could be transferred by budget amendment for payment of <br />the statement. The Council directed this be done and final payment <br />will come to Council for approval when prepared. <br />
