Hankins <br />Gilley <br />Robbins <br />Farley <br /> <br />Also Present: <br /> <br />Melissa Millecam, Dan Smith. <br /> <br />Mayor Younger called the meeting to order at 5:30 p.m. <br /> <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on emergency, which was read in its entirety, the caption which reads <br />as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ORDERING A JOINT SPECIAL ELECTION BY <br />SAID CITY AND THE COUNTY OF HAYS, TEXAS, ON AUGUST 8, <br />1987 FOR THE PURPOSE OF CONSIDERING THE ADOPTION OF <br />AN ADDITIONAL ONE-HALF OF ONE PERCENT (1/2%) LOCAL <br />SALES AND USE TAX WITHIN THE CITY TO REDUCE THE <br />PROPERTY TAX RATE, AND SAID JOINT SPECIAL ELECTION <br />TO BE HELD WITHIN AND WITHOUT THE CORPORATE LIMITS <br />OF SAID CITY FOR THE PURPOSE OF CONSIDERING THE <br />ADOPTION OF AN ADDITIONAL ONE-HALF OF ONE PERCENT <br />(1/2%) LOCAL SALES AND USE TAX WITHIN THE COUNTY TO <br />REDUCE THE PROPERTY TAX RATE, ESTABLISHING THE RATE <br />OF COMPENSATION TO BE PAID JUDGES, CLERKS AND ASSIST~ <br />ANTS TO THE TABULATION SUPERVISOR FOR SERVICES REN- <br />DERED DURING SAID ELECTION, MAKING PROVISIONS FOR <br />THE CONDUCT OF THE ELECTION AND OTHER PROVISIONS <br />INCIDENT TO THE PURPOSES OF THIS ORDINANCE, AND <br />DECLARING AN EMERGENCY. <br /> <br />Mr. Brown moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion (Mr. Nicola present at 5:50 p.m.). Mr. <br />Farr advised the Council it would be necessary to educate the public. <br />He stated the public needs to be allowed to respond to what they want, <br />but it will be necessary for the City and County to provide the best <br />information possible for that decision to be made. Mr. Gonzalez ad- <br />vised if the tax is implemented, that it will not be imposed until <br />January, 1988 and the monies would not be received until March and <br />there would only be half the impact estimated to be $425,000 this <br />coming fiscal year. He stated it would not really help the property <br />tax rate this coming fiscal year, but that in 1988-1989, it is estim- <br />ated that $900,000 would be realized from the tax, and the City would <br />be able to back that out of the effective rate (estimated to be about <br />12 cents on the current tax rate). He stated some people shop in the <br />City who do not :ive here who would be subject to the sales tax, which <br />will enable us to offset some as well as broaden the base through the <br />sales tax. Mr. Hankins stated the preceding four quarters would be used <br />to make projections, and that if the election is not held now, we will <br />not be able to collect the tax before January, 1989. Mayor Younger <br />moved to amend the Ordinance on Page 3 in SECTION 11. to change the <br />address of the Absentee Ballot Board to C. M. Allen Homes Office off <br />River Road and Mr. Hernandez seconded the motion, which passed unani- <br />mously.
