City Council Meeting Minutes March 17, 2015 18. Consider approval, by motion, of an Authorization of Change in Services to extend a letter agreement with Holmes Murphy and Associates for Benefit Consulting Services. NON - CONSENT AGENDA 19. Consider approval of Resolution 2015 -42R, opposing Senate Bill 343 and any other legislation attempting to take away the power of self - government granted to Texas Home Rule cities by the Texas Constitution; and providing an effective date. A motion was made by Deputy Mayor Pro Tern Scott, seconded by Council Member Prewitt, that Resolution 2015 -42R be approved. The motion carried by the following vote: For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 20. Consider approval of Resolution 2015 -43R making appointments to the Board of Directors of the Hays Caldwell Public Utility Agency; and declaring an effective date. A motion was made by Mayor Pro-Tern Prather, seconded by Deputy Mayor Pro Tern Scott, approving the appointment of Council Member Hughson and Council Member Thomaides to the Hays Caldwell Public Utility Agency (HCPUA). The motion carried by the following vote: For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 21. Discuss and consider an appointment to the Capital Area Rural Transportation System (CARTS) Board of Directors, and provide direction to Staff. A motion was made by Council Member Thomaides, seconded by Council Member Thomason, to approve the appointment of Council Member Prewitt to the Capital Area Rural Transportaion System (CARTS) Board. The motion carried by the following vote: For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 22. Discuss and consider the appointment of a Council subcommittee to review the contract between the City of San Marcos and the Greater San Marcos Partnership, and provide direction to Staff. Following discussion the Council determined to maintain the current subcommittee of Mayor Guerrero, Council Member Prewitt and Council Member Thomaides. VI.
