Phillips, Bill <br />Coddington, Nina Pryatel, Melissa Millecam, Aart Millecam, Larry Dupont, <br />Henry Kyle, Nick Caruso, Terry Ewald, Tex Hughson, Mary Cauble, John <br />Kreczmer, Jerry Romero, Dan Graham, Jeff Hill, Dan Nelson, Roxanne <br />McKimmey, Bill Howle, Henry Krause, John Diaz, Ben Ford, Jim Gandy, <br />Ivar Gunnarson, Jana Green, Clarence Miller, Rusty O'Bryant, Bill <br />Newman, Monty Nitcholas, Allyn Gil, George Vonderlippe and others. <br /> <br />Mayor Younger called the meeting to order at 7:30 p.m. <br /> <br />Mayor Younger introduced a public hearing on the entire 1987-1988 Bud- <br />get, including all funds in the following categories: (1) General <br />Funds; (2) Debt Service Funds; (3) General Capital Project; (4) Enter- <br />prise Funds; and (5) Trust and Agency Funds. Mayor Younger opened the <br />public hearing. Bill Coddington expressed concern with the administra- <br />tion's budget. He is in favor of a $5 million street bond election in <br />May, 1988 but stated other capital projects should be delayed. He stated <br />the City is losing good police officers. He stated the staff needed to <br />be balanced and elimination of staff was needed in some departments, and <br />offered examples of Finance, Public Works, Personnel and the City At- <br />torney's office. He stated he had reviewed the Mayor's suggestions for <br />cuts to the budget and agrees with the Mayor's suggestions. He stated <br />the construction crew needed to be eliminated and that the City's auditor <br />had recommended this happen as it is a liability to the City. Jack <br />Lindstrom, Vice Chairman of the Economic Development Council, referred <br />to his three-page letter to the Council, which he did not review with <br />Council in the meeting. He stated he opposed Dan Graham being placed <br />in City Government, thanked Council for the $30,000 of support to the <br />Economic Development program and stated he has hopes the County will <br />make a contribution this year. He stated there is a real need for the <br />Development Council to continue in order to bring more jobs to San Mar- <br />cos,. and especially jobs which will employ our minorities. Dan Graham <br />said he appreciates the City's consistent support of the Development <br />Council and that the Development Council needs the support of the <br />City and the business community to function. R. G. Phillips stated <br />it was good judgment for the City to purchase the electrical system <br />but that he is concerned about how the $29 million reserve fund is <br />invested. Bill Howle stated he would like to see taxes cut. He stated <br /> <br />* Mr. Brown was not present at this meeting. <br />
