Call To Order <br />With a quorum present, the visioning workshop meeting of the San Marcos City Council was <br />called to order by Mayor Daniel Guerrero at 9:00 a.m. Friday, April 10, 2015 at Embassy Suites - <br />San Marcos Conference Center, 1001 E McCarty Ln, San Marcos, TX 78666. <br />II. Roll Call <br />Present: 6 - Mayor Daniel Guerrero, Council Member John Thomaides, Council Member Ryan <br />Thomason, Mayor Pro -Tem Jude Prather, Council Member Lisa Prewitt and <br />Council Member Jane Hughson <br />Absent: 1 - Deputy Mayor Pro Tern Shane Scott <br />1. Hold discussion and participate in Fiscal Year 2015 -2016 Visioning Workshop, and <br />provide direction to Staff. <br />Mr. Randy Pennington led the Council and Staff in the Visioning Workshop. <br />What staff can do to improve consistency with Council? <br />• Don't be hesitant to relay benefits and constraint <br />• Start with identifying issues what are we asking them to direct? <br />• Be prepared <br />• Clean & neutral communication <br />• Agenda packets — on time & complete <br />• Give options to focus on goal <br />• Explain capacity constraints <br />• Speak up when direction conflicts with policy <br />• Consistent in all cases (permitting - enforcement) <br />• Need to do critical analysis on capacity & priority <br />• Consider maintenance on issues <br />This will be evaluated in 90 days to determine if improvements have occurred. <br />What Council can do to improve consistency with Staff? <br />• Definitive direction — vote if possible <br />• Preserving the institutional memory with Top level staff (multi -year contract for Manager) <br />• Workshops with clear direction <br />• Workshops to address large issues if necessary <br />• Council has to recognize that Staff will likely drop everything to complete their requests and <br />it can be disruptive. <br />• Rather than Staff have to guess they will provide options to the Council to get direction. <br />• Getting clarification from City Manager on the direction that the Council gave prior to moving <br />to another item. <br />This will also be evaluated in 90 days to determine if improvements have occurred. <br />City of San Marcos Page 1 <br />
