City Council Meeting Minutes - Final January 16, 2015 6. Resolution 2015 -06R approving a 1.094% adjustment to the rates charged by Texas Disposal Systems, Inc. in accordance with the fourth amended and restated contract for Collection and Disposal of Solid Waste and Recyclable Materials; approving Amendment #1 to the contract with Texas Disposal Systems, Inc.; authorizing the City Manager or his designee to execute amendment No. 1 on behalf of the City; and declaring an effective date. 7. Motion, authorizing Change in Services No. 7 in the not to exceed amount of $149,785.00 to HDR Engineering, Inc. for the Loop 82 /Aquaren2 Springs Overpass Project. 8. Motion, of City Manager Jared Miller's appointment of Derrick Benn to the Civil Service Commission to fill a vacancy. PUBLIC HEARINGS 9. Staff presentation and Public Hearing to receive comments for or against Ordinance 2015 -02, annexing into the City the remaining section of the Wonder World Drive Extension, consisting of 27.4 acres of land, more or less, from the boundary of that section of Wonder World Drive near Craddock Avenue annexed in 2010 and continuing to the intersection with Old Ranch Road 12; approving a Service Plan for this area; including procedural provisions; and providing an effective date. NON - CONSENT AGENDA 10. Ordinance 2015 -03, on the first of two readings, approving a request by C &G Development, Ltd. For the voluntary annexation of, and annexing to the City, 12.16 acres of land, more or less, consisting of three tracts at the intersection of Craddock Avenue and Wonder World Drive; approving a Service Plan for this area; and including procedural provisions. 11. Ordinance 2015 -04, on the first of two readings, amending the City's 2014 -2015 Fiscal Year Budget to enable the Police Department to hire two additional Mental Health Officers; amending the City's 2014 -20154 Fiscal Year Budget to authorize the expenditure of funds in the amount of $266,538.00 for such personnel; and providing an effective date. 12. Ordinance 2015 -05, on the first of two readings, appointing Dallari Landry as an Associate Judge of the San Marcos Municipal Court of Record for a two year term; and providing an effective date. 13. Ordinance 2015 -06, on the first of two readings, amending the rates for both Residential and Multifamily Customers of Municipal Solid Waste Programs in accordance with Section 66.028(A) of the San Marcos Code of Ordinances; including procedural provisions; and declaring an effective date. 14. Resolution 2015 -07R approving a License Agreement with Continental Homes of Texas, L.P. to allow Subdivision Gateway, Landscaping and Irrigation Improvements in the right -of -way at the intersection of Craddock Avenue and Valencia Way; authorizing the City Manager to execute the License Agreement on behalf of the City; and declaring an effective date. 15. Discussion regarding cost participation in the Hays County's acquisition of an approximately 110 acre tract of land, and provide direction to the City Manager to prepare an City of San Marcos Page 2
