ORDINANCE NO. 2015 -12 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING CHAPTER 2, ADMINISTRATION, ARTICLE 2, SECTION 2.024 OF THE SAN MARCOS CITY CODE, TO INCREASE THE COMPENSATION FOR EACH COUNCIL MEMBER FROM $950 PER MONTH TO $1,450 PER MONTH AND TO INCREASE THE COMPENSATION FOR THE MAYOR FROM $1,200 PER MONTH TO $1,700 PER MONTH; INCLUDING PROCEDURAL PROVISIONS; AND, ESTABLISHING AN EFFECTIVE DATE. RECITALS: 1. In a special election held in November 2008, the Citizens of San Marcos approved various revisions to the San Marcos City Charter including a revision to Section 3.04 to allow the City Council, by ordinance adopted in a public forum, to set a level of compensation. Council compensation was previously set by Ordinance No. 2009-61 on November 17, 2009. 2. An increase of $450 per month was approved by Ordinance No. 2013-14 to increase the compensation of council members from $500 per month to $950 per month and to increase the compensation of the mayor from $750 per month to $1,200 per month in order to provide sufficient funds for the mayor and council members to purchase private health insurance. 3. The city council deems it necessary at this time to increase the compensation of council members and the mayor by an additional $500 per month due to increased demands on council members' time for attendance at regional board and commission meetings and meetings of council subcommittees tasked with negotiating development agreements, petitions for creation of public improvement districts, and municipal utility district consent agreements. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS: SECTION 1. Chapter 2, Administration, Article 2, City Council, Division 1, Section 2.024 of the San Marcos City Code is amended to read as follows (underlining indicates added text; stri ,ethr-,,,,g indicate deleted text): 2.024 Council Compensation (a) The compensation for each council member is set at the sum of X9-50 $1,450 per month. This sum may be taken, in the alternative, as an addition to a council member's reimbursable expense account and used for the purposes set forth by resolution of the council. A council member is not obligated to accept the compensation or additional funds for expenses authorized under this subsection.
