These items are (a) Council returns adjusted bud- <br />get to City Manager and Assistant City Manager; (b) Council received <br />Appraisal Roll; (c) Council determines revenue requirement and property <br />tax increase; (d) vote on tax rate; and (e) set public hearing on tax <br />increase (proposed date: August 24, 1987 at 7:30 p.m.). <br /> <br />Mayor Younger introduced for consideration approval of an appointment <br />to the No-Smoking Ordinance Committee. Mayor Younger moved to appoint <br />Jack Fider (Mayor's appointment - tourist industry) and Mr. Guerra se- <br />conded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an appointment <br />to the Housing Authority Board. Mr. Guerra moved to appoint Dolores <br />Crittendon and John Diaz and Ms. Kissler seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval an appointment to <br />the Plumbing Board of Adjustments and Appeals. No one had any nomina- <br />tions, so the Council directed this be scheduled on the August 24, 1987 <br />agenda. <br /> <br />Mayor Younger introduced for consideration approval of an appoint- <br />ment to the Main Street Advisory Board. Mayor Younger stated Juan <br />Hurtado wanted his na~e withdrawn from consideration, so the appoint- <br />ment will be rescheduled on the August 24, 1987 agenda. <br /> <br />Mayor Younger introduced for consideration a public hearing and adoption <br />of an Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 26 OF APPENDIX A, <br />GENERAL ZONING ORDIr~NCE OF THE SAN MARCOS CODE OF <br />ORDINANCES BY THE ADDITION OF A SPECIFIC USE FOR <br />LIQUOR SALES IN PUBLIC DISTRICTS; AND DECLARING AN <br />EMERGENCY. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished <br />to speak in favor or in opposition to the zoning amendment. Grady <br />Early representing Chilympiad spoke in favor of the zoning request <br />and stated the amendment was needed for Chilympiad and for Cinco de <br />Mayo. No one else wished to speak, so Mayor Younger closed the public <br />hea:ring. Mr. Brown moved for adoption of the Zoning Ordinance on emer- <br />gency and Mr. Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced Item 8 on the agenda, adoption of an Ordin- <br />ance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, ~EXAS, AMENDING THAT ORDINANCE ADOPTED SEPTEM- <br />BER 8,1986, WHICH SET FORTH AN ITEMIZED ESTIMATE OF <br />THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF <br />THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL <br />YEAR BEGINNING OCTOBER 1, 1986 AND ENDING ON SEPTEMBER <br />30, 1987, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS <br />AND PURPOSES OF SUCH ESTIMATE, TO REVISE SAID ESTIMATES <br />AND TO REAPPROPRIATE SAID FUNDS, ADOPTING SAID REVISIONS <br />AND ESTIMATES, AND DECLARING AN EMERGENCY. <br />
