Mr. Farr moved to table all of Item 4 until after such time as the appraisal roll is received and Mr. Brown seconded the motion, which passed unanimously. These items are (a) Council returns adjusted bud- get to City Manager and Assistant City Manager; (b) Council received Appraisal Roll; (c) Council determines revenue requirement and property tax increase; (d) vote on tax rate; and (e) set public hearing on tax increase (proposed date: August 24, 1987 at 7:30 p.m.). Mayor Younger introduced for consideration approval of an appointment to the No-Smoking Ordinance Committee. Mayor Younger moved to appoint Jack Fider (Mayor's appointment - tourist industry) and Mr. Guerra se- conded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of an appointment to the Housing Authority Board. Mr. Guerra moved to appoint Dolores Crittendon and John Diaz and Ms. Kissler seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval an appointment to the Plumbing Board of Adjustments and Appeals. No one had any nomina- tions, so the Council directed this be scheduled on the August 24, 1987 agenda. Mayor Younger introduced for consideration approval of an appoint- ment to the Main Street Advisory Board. Mayor Younger stated Juan Hurtado wanted his na~e withdrawn from consideration, so the appoint- ment will be rescheduled on the August 24, 1987 agenda. Mayor Younger introduced for consideration a public hearing and adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 26 OF APPENDIX A, GENERAL ZONING ORDIr~NCE OF THE SAN MARCOS CODE OF ORDINANCES BY THE ADDITION OF A SPECIFIC USE FOR LIQUOR SALES IN PUBLIC DISTRICTS; AND DECLARING AN EMERGENCY. Mayor Younger opened the public hearing and asked if anyone wished to speak in favor or in opposition to the zoning amendment. Grady Early representing Chilympiad spoke in favor of the zoning request and stated the amendment was needed for Chilympiad and for Cinco de Mayo. No one else wished to speak, so Mayor Younger closed the public hea:ring. Mr. Brown moved for adoption of the Zoning Ordinance on emer- gency and Mr. Guerra seconded the motion, which passed unanimously. Mayor Younger introduced Item 8 on the agenda, adoption of an Ordin- ance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, ~EXAS, AMENDING THAT ORDINANCE ADOPTED SEPTEM- BER 8,1986, WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1986 AND ENDING ON SEPTEMBER 30, 1987, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE, TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS, ADOPTING SAID REVISIONS AND ESTIMATES, AND DECLARING AN EMERGENCY.
