Mayor Younger called the meeting to order at 7:30 p.m. Mayor Younger introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN ~ffiRCOS, TEXAS, SETTI~FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- CAL YEAR BEGINNING ON OCTOBER 1, 1987 AND ENDING ON SEPTEMBER 30, 1988, AND APPROPRIATING MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTI~ffiTE; APPROPRIAT- ING MONEY TO PAY INTEREST AND PRINCIPAL SINKING FUND REQTJIREI-iENTS ON ALL INDEBTEDNESS; PROVIDING A SAVINGS CLAUSE FOR THE REPEAL OF ALL ORDINANCES AND APPROPRIA- TIONS IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE; AUTHORIZING LINE ITEM ADJUSTMENTS WITHIN DEPARTMENT AC- COUNTS WITH THE APPROVAL OF THE CITY MANAGER AS PROVIDED IN SECTION 8.17 OF THE CHARTER AND DECLARING AN EMER- GENCY. Hr. Farr moved for adoption of the Ordinance on emergency and Mr. Guerra seconded the motion. Mr. Farr moved to amend the Ordinance in the second paragraph to complete the blank with the date of July 13, 1987; and to complete the blank in the third paragraph with the date July 17, 1987, and to complete the blank in the fourth paragraph with the date August 5, 1987, and Ms. Kissler seconded the motion, which passed unanimously. Mr. Gonzalez advised the Council an additional $20,000.00 was added to the budget to allow for over- time payments to be made wherever needed, such as in the Main Street program. Mr. Gonzalez stated additional attrition will occur to off- set this amount, if necessary. The Council concurred. On roll call for adoption of the Ordinance, the Council voted unanimous approval. * Mr. Nicola not present at this meeting.
