35 Regular Meeting September 28, 1987 Page 6 Mr. Farr moved for adoption of the Ordinance on emergency and Ms. Kissler seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ~~ENDING APPENDIX C, ARTICLE V, PLANNED UNIT DEVELOPMENT, SECTION F(4) OF THE SAN MARCOS CODE OF ORDINANCES BY ELIMINATING THE REQUIREMENT THAT THE MINIMUM SITE AREA FOR A PLANNED UNIT DEVELOPMENT IS 5 ACRES; AND DECLARING AN EFFECTIVE DATE. Mr. Brown moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion. Mr. Robbins stated how acreage is designed is the key. He stated PUDs are for larger tracts with mixed uses and PDDs are for smaller developments with design and landscape to be compatible with the neighborhood. On roll call the following vote was recorded: AYE: Younger, Nicola. NAY: Brown, Farr, Guerra, Hernandez, Kissler. The motion failed. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS REPEALING ORDINANCE NO. 1987-59 AND AMENDING SECTION 29-150 OF THE SAN MARCOS CODE OF ORDINANCES BY ADDING A NO PARKING/TOW AWAY ZONE ON BOTH SIDES OF PLEASANT DRIVE AND DECLARING AN EFFECTIVE DATE. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CREATING A HUMAN SERVICES ADVISORY BOARD, PRESCRIBING THE DUTIES OF SUCH BOARD AND ESTABLISHING AN EFFECTIVE DATE. Mr. Guerra moved for approval of the Ordinance on first reading and Mr. Farr seconded the motion. Nina pryatel stated she thinks there should be at least one member of the Board who has a degree in the field of social work. Ms. Kissler moved to amend the Ordinance in Section 2-160 as follows: ".... At least one member shall be a person with a degree in social work with experience in social service administration. . . .IP Mr. Farr seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Younger, Hernandez, Kissler. NAY: Guerra, Nicola. ABSTAIN: None.
