<br />35 <br /> <br />Regular Meeting <br /> <br />September 28, 1987 <br /> <br />Page 6 <br /> <br />Mr. Farr moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ~~ENDING APPENDIX C, ARTICLE V, PLANNED <br />UNIT DEVELOPMENT, SECTION F(4) OF THE SAN MARCOS CODE <br />OF ORDINANCES BY ELIMINATING THE REQUIREMENT THAT THE <br />MINIMUM SITE AREA FOR A PLANNED UNIT DEVELOPMENT IS 5 <br />ACRES; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved for approval of the Ordinance on first reading and <br />Ms. Kissler seconded the motion. Mr. Robbins stated how acreage is <br />designed is the key. He stated PUDs are for larger tracts with mixed <br />uses and PDDs are for smaller developments with design and landscape <br />to be compatible with the neighborhood. On roll call the following <br />vote was recorded: <br /> <br />AYE: <br /> <br />Younger, Nicola. <br /> <br />NAY: <br /> <br />Brown, Farr, Guerra, Hernandez, Kissler. <br /> <br />The motion failed. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS REPEALING ORDINANCE NO. 1987-59 AND AMENDING <br />SECTION 29-150 OF THE SAN MARCOS CODE OF ORDINANCES <br />BY ADDING A NO PARKING/TOW AWAY ZONE ON BOTH SIDES <br />OF PLEASANT DRIVE AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger IOC>ved for approval of the Ordinance on first reading and <br />Mr. Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, CREATING A HUMAN SERVICES ADVISORY <br />BOARD, PRESCRIBING THE DUTIES OF SUCH BOARD AND <br />ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for approval of the Ordinance on first reading and <br />Mr. Farr seconded the motion. Nina pryatel stated she thinks there <br />should be at least one member of the Board who has a degree in the <br />field of social work. Ms. Kissler moved to amend the Ordinance in <br />Section 2-160 as follows: ".... At least one member shall be a <br />person with a degree in social work with experience in social service <br />administration. . . .IP Mr. Farr seconded the motion.
