City Council Meeting Minutes May 5, 2015 <br />the following vote: <br />For: 5 - Mayor Guerrero, Council Member Thomaides, Mayor Pro -Tem Prather, Council <br />Member Prewitt and Council Member Hughson <br />Against: 2 - Council Member Thomason and Deputy Mayor Pro Tern Scott <br />Motion to Amend: A motion was made by Council Member Thomaides, seconded by Council <br />Member Hughson, that Resolution 2015 -52R be amended by adding language in Section 1 (0) <br />"...that information shall be disclosed to the City Manager as soon as the member is aware of <br />the conflict but no later than the presentation of the proposal to the City Council for final <br />approval and..." "This section shall not apply to any economic interest or benefit arising after <br />the City has executed an agreement to provide an incentive to a prospect. ". The motion carried <br />by the following vote: <br />For: 7- Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt <br />and Council Member Hughson <br />Against: 0 <br />Motion to Amend: A motion was made by Council Member Prewitt, seconded by Council Member <br />Hughson, that Resolution 2015 -52R be amended by striking the language in Section 1 (B) <br />Mission and Goals following the sentence, "The Corporation agrees to use its best efforts to <br />accomplish this mission." The motion failed by the following vote: <br />For: 3 - Council Member Thomaides, Council Member Prewitt and Council Member <br />Hughson <br />Against: 4 - Mayor Guerrero, Council Member Thomason, Deputy Mayor Pro Tern Scott and <br />Mayor Pro -Tem Prather <br />Motion to Amend: A motion was made by Council Member Prewitt, seconded by Council Member <br />Hughson, that Resolution 2015 -52R be amended by amending Section 1 (F) to add "Provide <br />quarterly report on Workforce Development strategies and activities." . The motion carried by <br />the following vote: <br />For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt <br />and Council Member Hughson <br />Against: 0 <br />Motion to Amend: A motion was made by Council Member Prewitt, seconded by Council Member <br />Hughson, that Resolution 2015 -52R be amended by amending Section 1 (H) to include language <br />that "The City Manager shall have the right to approve the selection of the Corporation's <br />President/CEO." The motion failed by the following vote: <br />For: 3 - Council Member Thomaides, Council Member Prewitt and Council Member <br />Hughson <br />Against: 4 - Mayor Guerrero, Council Member Thomason, Deputy Mayor Pro Tern Scott and <br />Mayor Pro -Tem Prather <br />Motion to Amend: A motion was made by Council Member Thomaides, seconded by Council <br />Member Prewitt, that Resolution 2015 -52R be amended by amending Section 1 (H)(3) to add, "...a <br />due diligence report including criteria set forth in Exhibit "C" for each prospect and proposed <br />incentive... ".
