<br />98 <br /> <br />Regular Meeting <br /> <br />October 26, 1987 <br /> <br />Page 5 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, AMENDING CHAPTER 33 OF THE SAN MARCOS CODE <br />OF ORDINANCES BY RENUMBERING EXISTING SECTION 33-11, <br />BY ADDING A NEW SECTION 33-11, REMOVAL FROM THE ROTA- <br />TION SYSTEM, AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mr. Farr introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPOINTING A REPRESENTATIVE OF SAID <br />CITY TO THE BOARD OF DIRECTORS OF THE CAPITAL AREA <br />HOUSING FINANCE CORPORATION AND DECLARING AN EFFECT- <br />IVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Mr. Farr seconded <br />the motion. Mr.Guerra moved to amend the Resolution in Part 1 to re- <br />appoint Tess Norris and Ms. Kissler seconded the motion. Mr. Brown <br />stated he would be in favor of an amendment being made to the Resolu- <br />tion adopted by the City Council September 14, 1987 establishing guide- <br />lines regarding the appointments to Boards. Mr. Hankins stated an <br />exception could be prepared in Part 2 of the Resolution adopted <br />September 14, 1987 when only one appointee from the City is made <br />and this could be presented to the Council at the November 9 meeting. <br />Ms. Kissler suggested an ex-officio member attend the Capital Area <br />Housing Finance Corporation meetings to learn the function of the <br />organization. The Council voted unanimously for approval of the <br />amendment. The Council then voted unanimously for adoption of the <br />Resolution. <br /> <br />Mr. Farr introduced for consideration approval for authorization to <br />bid the wastewater system rehabilitation (University Interceptor and <br />Hutchison Street Main). Ms. Kissler moved for authorization to bid <br />and Mr. Brown seconded the motion, which passed unanimously. <br /> <br />Mr. Farr introduced for consideration approval of the Manual for De- <br />sign and Construction. Ms. Kissler moved for approval and Mr. Guerra <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Farr introduced for consideration approval for appropriation of <br />$1,000 from contingency funds to Cravens, Dargan and Company for self- <br />insured retention (Claim No. 31792; Pol. No. Republic PF1676¡ Claimant, <br />Thom. Wirtz and John Morris; D/L: 1-28-85). Ms. Kissler moved for <br />approval and Mr. Hernandez seconded the motion, which passed unani- <br />mously. <br /> <br />Mr. Farr introduced for consideration approval to close San Antonio <br />Street between Guadalupe and LBJ on October 31, 1987 between 7:00 <br />a.m. and 10:00 a.m. for the Tangram Ten-K Run. Mr. Hernandez moved <br />for approval and Ms. Kissler seconded the motion, which passed unani- <br />mously. <br /> <br />Mr. Farr introduced a discussion by Dan Graham from the Economic Develop- <br />ment Council. Mr. Graham reviewed with Council the minutes of the <br />Board of Directors Meeting held October 15, 1987 and the attachments, <br />which included the September, 1987 Financial Report, September, 1987 <br />Monthly Report and an Industrial Prospect List of active and inactive <br />prospects, copies of which were provided to the Council. <br /> <br />Mr. Farr introduced a discussion with the Student Foundation at SWTSU <br />regarding placing paw prints (Bobcats) on University Street and Sessoms <br />Street to join the other existing paw prints.
