<br />-2- <br /> <br />Marcos. <br /> <br />The <br /> <br />City <br /> <br />Council <br /> <br />believes <br /> <br />that <br /> <br />Congressman <br /> <br />Pickle and <br /> <br />CTHEA Board Members, as <br /> <br />public officials, have this <br /> <br />same <br /> <br />duty <br /> <br />to <br /> <br />be <br /> <br />concerned <br /> <br />about <br /> <br />the <br /> <br />best <br /> <br />interest of the <br /> <br />entire <br /> <br />San <br /> <br />Marcos <br /> <br />Community. <br /> <br />The Council regrets their decision to pursue other <br /> <br />goals. <br /> <br />The City Council has great respect for the <br /> <br />members of <br /> <br />the <br /> <br />CTHEA <br /> <br />Board <br /> <br />and <br /> <br />is well aware of their contributions to this community over <br /> <br />many years. <br /> <br />However, this five-month <br /> <br />long <br /> <br />conflict <br /> <br />with <br /> <br />the <br /> <br />CTHEA <br /> <br />Board <br /> <br />has <br /> <br />convinced <br /> <br />the <br /> <br />City <br /> <br />Council <br /> <br />that <br /> <br />it <br /> <br />can <br /> <br />expect little <br /> <br />cooperation <br /> <br />from these board <br /> <br />members. <br /> <br />While <br /> <br />reasonable <br /> <br />people <br /> <br />might <br /> <br />disagree <br /> <br />over <br /> <br />the <br /> <br />merits of the City <br /> <br />receiving surplus CTHEA <br /> <br />funds, there <br /> <br />should <br /> <br />be <br /> <br />very little disagreement over the proposition <br /> <br />that the <br /> <br />CTHEA <br /> <br />Board <br /> <br />has <br /> <br />failed to <br /> <br />cooperate <br /> <br />with <br /> <br />the <br /> <br />Council. <br /> <br />This <br /> <br />lack <br /> <br />of <br /> <br />cooperation has <br /> <br />made it difficult, if <br /> <br />not impossible, <br /> <br />for the <br />merit in <br />form. <br /> From <br /> <br />Council <br /> <br />to <br /> <br />determine <br /> <br />whether or not <br /> <br />there is <br /> <br />sufficient <br /> <br />the <br /> <br />Authority's <br /> <br />program to continue <br /> <br />its <br /> <br />existence in any <br /> <br />the beginning, most board members were unwilling to meet with <br /> <br />Council members to <br /> <br />discuss <br /> <br />al terna tive <br /> <br />solutions <br /> <br />to <br /> <br />the <br /> <br />issues <br /> <br />concerning CTHEA. <br /> <br />While the Council has maintained a broad view <br /> <br />about <br /> <br />what <br /> <br />is <br /> <br />in the best interest of all the citizens and taxpayers of San <br /> <br />Marcos, most <br /> <br />CTHEA <br /> <br />Board <br /> <br />Members <br /> <br />have <br /> <br />adhered <br /> <br />to a <br /> <br />narrow <br /> <br />and <br /> <br />parochial <br /> <br />position <br /> <br />that <br /> <br />its <br /> <br />program <br /> <br />was <br /> <br />paramount. <br /> <br />The <br /> <br />Council believes that CTHEA board <br /> <br />members, as <br /> <br />Council <br /> <br />appointees and <br /> <br />public servants, should <br />community. Further, the <br />Members cease to fu 1 fill <br /> <br />represent <br /> <br />the <br /> <br />in teres ts <br /> <br />of the total <br /> <br />Council <br /> <br />believes <br /> <br />that <br /> <br />if <br /> <br />CTHEA <br /> <br />Board <br /> <br />this function, <br /> <br />the Council has a duty and <br /> <br />responsibility <br /> <br />to <br /> <br />remove <br /> <br />them and replace them with others who will <br /> <br />view their role <br /> <br />from a <br /> <br />broader perspective. <br />
