<br />-5- <br /> <br />as <br /> <br />presently <br /> <br />constituted, <br /> <br />would <br /> <br />never <br /> <br />cooperate <br /> <br />and <br /> <br />work <br /> <br />in <br /> <br />concert with the City Council in this matter. <br /> <br />But most <br /> <br />disheartening <br /> <br />and <br /> <br />d isqu ie ting of <br /> <br />all <br /> <br />have <br /> <br />been <br /> <br />the <br /> <br />attempts- of <br /> <br />some <br /> <br />CTHEA <br /> <br />board <br /> <br />members and the Executive Director to <br /> <br />mislead San Marcos citizens, including <br /> <br />Southwest <br /> <br />Texas <br /> <br />students, <br /> <br />to <br /> <br />believe that discontinuation of CTHEA would compromise the availability <br /> <br />of <br /> <br />guaranteed <br /> <br />student loans to area students. <br /> <br />To the contrary, it is <br /> <br />well-known in the financial community, and <br /> <br />among <br /> <br />others <br /> <br />involved <br /> <br />in <br /> <br />student <br /> <br />financial <br /> <br />aid, that considerably <br /> <br />more lenders are willing to <br /> <br />make <br /> <br />loans <br /> <br />than <br /> <br />there <br /> <br />are <br /> <br />students <br /> <br />who <br /> <br />qualify <br /> <br />for <br /> <br />the <br /> <br />funds. <br /> <br />No <br /> <br />r-esponsible <br /> <br />sponsoring <br /> <br />org aniza tion <br /> <br />would <br /> <br />accept <br /> <br />from one <br /> <br />of its creations <br /> <br />the <br /> <br />active <br /> <br />hostility <br /> <br />and <br /> <br />ill-will <br /> <br />demonstrated <br /> <br />frequently during the <br /> <br />past <br /> <br />few <br /> <br />months by <br /> <br />some <br /> <br />CTHEA <br /> <br />hoard members <br /> <br />and <br /> <br />the Executive Director. <br /> <br />To allow such activities to continue <br /> <br />may <br /> <br />result <br /> <br />in <br /> <br />additional harm to the City's reputation and finances. <br /> <br />The <br /> <br />time has come for the City Council to register its dissatisfaction with <br /> <br />the events described above and to fulfill its duty <br /> <br />to the citizens <br /> <br />of <br /> <br />San <br /> <br />Marcos <br /> <br />by <br /> <br />removing <br /> <br />those <br /> <br />board <br /> <br />members <br /> <br />who <br /> <br />are unwilling to <br /> <br />cooperate with the Cóuncil and <br /> <br />Ci ty sta ff. <br /> <br />It is <br /> <br />for <br /> <br />these <br /> <br />reasons <br /> <br />that <br /> <br />the <br /> <br />City <br /> <br />Council, <br /> <br />with <br /> <br />much <br /> <br />regret, <br /> <br />has taken the action of <br /> <br />removing members of the <br /> <br />CTHEA Board <br /> <br />who <br /> <br />have <br /> <br />served <br /> <br />in <br /> <br />recent <br /> <br />months. <br /> <br />We hope and anticipate that a new board can move forward <br /> <br />in a <br /> <br />spirit <br /> <br />of cooperation <br /> <br />and collaboration to help <br /> <br />the City resolve the <br /> <br />issues which are before it. <br />
