<br />141 <br /> <br />Regular Meeting <br /> <br />November 23, 1987 <br /> <br />Page 4 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SUBSECTION (e) OF SECTION <br />11-11 OF CHAPTER 11 OF THE CODE OF ORDINANCES TO RE- <br />QUIRE THE TRAINING OF ALL PROSPECTIVE HANDLERS OF <br />FOOD WITHIN SAID CITY IN LIEU OF .THE ACQUISITION OF <br />HEALTH CERTIFICATES, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval and Mr. Farr seconded the motion. <br />Mr. Guerra stated that after conferring with Mr. Ewald, he is of <br />the opinion the Council should consider issuing the health certifi- <br />cates for twenty-four months instead of twelve months, as Mr. Ewald <br />originally requested. Mr. Guerra then moved to amend the Ordinance <br />in Section ll-ll(e) (3) to twenty-four months and in Section 11-11 <br />(e) (4)b. to change the administrative charge to $8.00 and Mr. Farr <br />seconded the motion, which passed unanimously. Mr. Nicola stated he <br />had received a couple of complaints regarding the training of fast <br />food restaurant employees and wants Mr. Ewald present at the next <br />meeting to address some concerns. The Council wants Mr. Ewald to <br />address what requirements food handlers must meet to be issued a <br />certificate. Mayor Younger stated training should be offered four <br />to six times per year to train food handlers and that possibly the <br />State Health Department or State Restaurant Association could provide <br />the training. The Council then voted unanimously for approval of the <br />Ordinance on second reading. <br /> <br />Mayor Younger introduced the next item removed from the consensus <br />agenda, Item 7.B. (4), adoption of an Ordinance on third and final <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 33 OF THE SAN MARCOS <br />CODE OF ORDINANCES BY RENUMBERING EXISTING SECTION <br />33-11, BY ADDING A NEW SECTION 33-11, REMOVAL FROM <br />THE ROTATION SYSTEM, AND ESTABLISHING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Farr moved for adoption of the Ordinance on third and final read- <br />ing and Ms. Kissler seconded the motion. Mr. Farr moved to amend the <br />Ordinance in Section 33-11. to add at the end of the last sentence <br />the following language: "... for a period not to exceed thirty <br />(30) days", and Mr. Guerra seconded the motion, which passed unani- <br />mously. The Council then voted unanimously for adoption of the Ordin- <br />ance on third and final reading. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS <br />OF A PROPOSED CONTRACT BETWEEN SAID CITY AND JEFFREY <br />H. KESTER, ARCHITECT, FOR ARCHITECTURAL SERVICES IN <br />CONNECTION WITH THE REMODELING OF THE MUNICIPAL COURT <br />AREA AT THE POLICE DEPARTMENT BUILDING, AUTHORIZING <br />THE MAYOR TO EXECUTE SAID CONTRACT, AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Farr moved for adoption of the Resolution and Mr. Brown seconded <br />the motion. Mr. Kester advised the Council Municipal Court would be <br />moving in the new building the latter part of February. Mayor Younger <br />thinks the cost is too high for this project just for walls to be <br />moved and decorating. Mr. Kester advised the cost lies in the speci- <br />fication book and that the plans will run approximately $700.00. Mr. <br />Kester stated he would work with Mr. Hankins on what requirements must <br />be met. Mr. Hankins stated the form is not as important as the fact <br />
