<br />143 <br /> <br />Regular Meeting <br /> <br />November 23, 1987 <br /> <br />Page 6 <br /> <br />Mayor Younger introduced a report from Dan Graham of the Economic <br />Development Council. Mr. Graham furnished the Council with minutes <br />of their last meeting. Mr. Graham advised the Council the Hays <br />County Advisory Council had been established to assist the Economic <br />Development Council in coordinating efforts with the City, Economic <br />Development Council, the County, SWT and local businessmen. Four <br />committees have been set up to define goals and strategy to meet those <br />goals. Mr. Graham advised the prison and its site were supported by <br />the Economic Development Council. He stated two industries have stated <br />they would consider moving if the prison locates on the primary site <br />(which employ approximately 150). Mayor Younger stated if the prison <br />is kept from locating in San Marcos that it will impact on other indus- <br />tries wanting to locate here. Mr. Farr stated he did not think if the <br />City rejects the prison being located here that it would have the same <br />negative impact as turning down a business locating here. Mr. Graham <br />stated the businesses objecting to the location of the prison in San <br />Marcos at the primary site thought that the property would be developed <br />as light industrial. Mr. Graham stated the area has mixed zoning. <br />Mr. Graham answered Mr. Guerra's questions positively that the prison <br />would bring 200 jobs to San Marcos, $5,000,000 would be spent to build <br />the prison, the prison would have a payroll of $3.5 million annually, <br />126 jobs with 82 indirect jobs. Mr. Graham stated if an inmate was <br />discovered to have aids, he would be sent to a TDC facility equipped <br />to take care of him, such as the facility in Galveston. Mr. Graham <br />advised Mr. Brown the State would have the option to renew their con- <br />tract with Becon-Wackenhut every two years, and that B-W would own <br />the facility for twenty years. Mr.. Graham stated if the State bought <br />the facility, it would become tax exempt. Mr. Graham stated the <br />Economic Development Council is working with the industries that have <br />concern for the location of the prison in San Marcos to resolve their <br />problems. Mr. Graham stated this facility will be the first privately <br />owned, privately-operated facility to be established. Mr. Graham stated <br />B-W's proposal to the State was the only proposal submitted which ad- <br />dressed the employment of minorities and contracting with minorities. <br /> <br />Mayor Younger introduced a discussion regarding the status of a plat <br />(Chester Witte) in Holland Hills (Cox Street). The Council was ad- <br />vised that an agreement had been reached, a copy of which was provided <br />in the Council's packets dated November 18, 1987. <br /> <br />Mayor Younger introduced a discussion of a proposed Ordinance amending <br />the General Zoning Ordinance to provide for a voluntary residential <br />transfer of development rights. Mr. Robbins reviewed with Council <br />the proposed Ordinance and the process how it will be handled on the <br />agenda at the December 7 meeting. <br /> <br />Mr. Farr moved the Council adjourn into Executive Session pursuant to <br />Article 6252-17, §2(e), V.A.C.S., to discuss matters where the duties <br />of the City Attorney to the City pursuant to the Code of Professional <br />Responsiblity of the State Bar of Texas clearly conflicts with Article <br />6252-17, and Mr. Brown seconded the motion, which passed unanimously <br />(7:13 p.m.). <br /> <br />Mr. Farr moved the Council reconvene at 7:30 p.m. and Mr. Hernandez <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration at 7:30 p.m. a public heating <br />and adoption of a Resolution, the caption which was read as follows: <br />
