(a) When the holder of a permit issued under this division fails or refuses to complete work, in whole or in part, the building owner or person acting , the awnet-'s genei-al eonti-aetoi- I,- - person in ehai-ge of the . on behalf of the owner may submit a written request to the building official for the cancellation of the original permit to allow another licensed contractor to secure a permit to complete the work. (b) Upon receipt of a request for cancellation in accordance with subsection (a) and a new contractor beim assigned, the building official will cancel the permit, and will notify the previous permit holder in writing of the cancellation of the permit. Electronic communication with the registered electronic address of the permit holder may serve as proper notice. (c) A contractor change fee will be charged in accordance with the Fee schedule set forth by the City Council Fees Sec. 14.455. - Inspections. (a) The building inspector will make inspections of all work and will enforce all sections of this article by entering any building or premises at reasonable times, after presentation of proper credentials to the owner or other person in control of the building or premises. (b) Where work is in a dangerous or unsafe condition, the building inspector will instruct the permit holder to remedy the situation. Page 36
