<br />18 <br /> <br />Regular Meeting <br /> <br />December 16, 1987 <br /> <br />Page 2 <br /> <br />Mr. Farr moved the Council reconvene at 8:23 p.m. and Mayor Younger <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Younger moved to amend the adoption of the Resolution approv- <br />ing the Contract for architectural services in connection with the <br />Airport Terminal Building to direct the City Attorney to work with <br />Mr. willis' attorney to work out the liability clause and Mr. Hernandez <br />seconded the motion, which passed unanimously. The Council then voted <br />unanimously for adoption of the Resolution. <br /> <br />The Council then moved to Item 4. on the Agenda. Mayor Younger intro- <br />duced a discussion regarding the banking services applications and <br />direction to Staff. None of the applicants wished to make presenta- <br />tions before the Council. Mr. Gonzalez reviewed with Council portions <br />of the evaluation of the banking services applications. Mayor Younger <br />stated he wants to receive the Director of Finance's recommendation <br />before the Council makes a decision regarding the applications. <br /> <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 2-43 OF DIVISION 2, <br />ENTITLED "TEXAS MUNICIPAL RETIREMENT SYSTEM" OF ARTI- <br />CLE III, ENTITLED "CIVIL SERVICE AND EMPLOYEE BENEFITS" <br />OF CHAPTER 2 OF THE CODE OF ORDINANCES OF SAID CITY TO <br />CHANGE THE DATE ON WHICH CALCULATIONS OF UPDATED SERVICE <br />CREDITS ARE BASED UNDER THE ACT GOVERNING THE TEXAS <br />MUNICIPAL RETIREMENT SYSTEM FOR SERVICE PERFOffi1ED BY <br />QUALIFYING MEMBERS OF SUCH SYSTEM IN THE EMPLOYMENT <br />OF SAID CITY AND TO CHANGE THE DATE ON WHICH CALCULA- <br />TIONS OF UPDATED SERVICE CREDITS ARE BASED UNDER SAID <br />ACT FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH <br />SYSTEM ~vHO HAVE UNFORFEITED CREDIT FOR PRIOR SERVICE <br />AND/OR CURRENT SERVICE WITH OTHER PARTICIPATING MUNICI- <br />PALITIES BY REASON OF PREVIOUS SERVICE AND WHO WERE <br />CONTRIBUTING MEMBERS ON JANUARY 1, 1987; AMENDING SEC- <br />TION 2-44(b) OF SAID DIVISION OF SAID ARTICLE OF SAID <br />CHAPTER OF SAID CODE TO CHANGE THE DATE ON WHICH CALCU- <br />LATIONS OF THE INCREASE IN RETIREMENT ANNUITIES ARE <br />BASED; AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Hernandez seconded the motion, which passed unanimously (Mr. Farr not <br />present to vote on this item). <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on £irst reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE GENERAL ZONING ORDINANCE <br />TO PROVIDE FOR A VOLUNTARY RESIDENTIAL TRANSFER OF <br />DEVELOPMENT RIGHTS AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Hernandez moved for approval of the Ordinance on first reading <br />and Ms. Kissler seconded the motion, which passed unanimously (Mr. <br />Farr not present to vote on this item). <br />
