18 Regular Meeting December 16, 1987 Page 2 Mr. Farr moved the Council reconvene at 8:23 p.m. and Mayor Younger seconded the motion, which passed unanimously. Mayor Younger moved to amend the adoption of the Resolution approv- ing the Contract for architectural services in connection with the Airport Terminal Building to direct the City Attorney to work with Mr. willis' attorney to work out the liability clause and Mr. Hernandez seconded the motion, which passed unanimously. The Council then voted unanimously for adoption of the Resolution. The Council then moved to Item 4. on the Agenda. Mayor Younger intro- duced a discussion regarding the banking services applications and direction to Staff. None of the applicants wished to make presenta- tions before the Council. Mr. Gonzalez reviewed with Council portions of the evaluation of the banking services applications. Mayor Younger stated he wants to receive the Director of Finance's recommendation before the Council makes a decision regarding the applications. Mayor Younger introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2-43 OF DIVISION 2, ENTITLED "TEXAS MUNICIPAL RETIREMENT SYSTEM" OF ARTI- CLE III, ENTITLED "CIVIL SERVICE AND EMPLOYEE BENEFITS" OF CHAPTER 2 OF THE CODE OF ORDINANCES OF SAID CITY TO CHANGE THE DATE ON WHICH CALCULATIONS OF UPDATED SERVICE CREDITS ARE BASED UNDER THE ACT GOVERNING THE TEXAS MUNICIPAL RETIREMENT SYSTEM FOR SERVICE PERFOffi1ED BY QUALIFYING MEMBERS OF SUCH SYSTEM IN THE EMPLOYMENT OF SAID CITY AND TO CHANGE THE DATE ON WHICH CALCULA- TIONS OF UPDATED SERVICE CREDITS ARE BASED UNDER SAID ACT FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH SYSTEM ~vHO HAVE UNFORFEITED CREDIT FOR PRIOR SERVICE AND/OR CURRENT SERVICE WITH OTHER PARTICIPATING MUNICI- PALITIES BY REASON OF PREVIOUS SERVICE AND WHO WERE CONTRIBUTING MEMBERS ON JANUARY 1, 1987; AMENDING SEC- TION 2-44(b) OF SAID DIVISION OF SAID ARTICLE OF SAID CHAPTER OF SAID CODE TO CHANGE THE DATE ON WHICH CALCU- LATIONS OF THE INCREASE IN RETIREMENT ANNUITIES ARE BASED; AND DECLARING AN EMERGENCY. Mayor Younger introduced for consideration approval of an Ordinance on £irst reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE GENERAL ZONING ORDINANCE TO PROVIDE FOR A VOLUNTARY RESIDENTIAL TRANSFER OF DEVELOPMENT RIGHTS AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion, which passed unanimously (Mr. Farr not present to vote on this item).
