<br />20 <br /> <br />Regular Meeting <br /> <br />December 16, 1987 <br /> <br />Page 4 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 33 OF THE SAN MARCOS <br />CODE OF ORDINANCES BY CHANGING ALL REFERENCES TO SUS- <br />PENSION FROM TEE WRECKER ROTATION SYSTEM FROM SIX <br />MONTHS TO THIRTY DAYS, AND ESTABLISHING AN EFFECTIVE <br />DATE. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, AMENDING CHAPTER 29 OF THE SAN MARCOS CODE <br />OF ORDINANCES BY THE ADDITION OF A NO PARKING/TOW <br />AWAY ZONE ON LINDSEY STREET AND DECLARING AN EFFECT- <br />IVE DATE. <br /> <br />Mayor Younger stated Item 8.A. would be delayed until Mr. Guerra <br />is present, adoption of a Resolution declaring support for the loca- <br />tion of a minimum security pre-release facility in the San Marcos area. <br /> <br />Item 8.B. was considered earlier in the Agenda (first page of minutes), <br />adoption of a Resolution approving the terms and conditions of a con- <br />tract for architectural services in connection with the preparation <br />of plans and specifications for the San Marcos Municipal Airport <br />Terminal Building. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ADOPTING REVISED PERSONNEL POLICIES <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Hernandez moved for adoption of the Resolution and Mr. Farr se- <br />conded the motion. Mayor Younger recommended changes be made as fol- <br />lows: Page 6.Sec.4. Departmental Interview - that at least three <br />candidates be interviewed; Page 9.G. Residency Policy. wants "reasonable <br />distance" defined~ Mr. Nicola stated there are many factors to consider <br />such as absenteeism and performance of duties without further defining <br />this "reasonable distance". Mr. Gonzalez stated there has not been <br />any problems created due to the lack of definition of reasonable dis- <br />tance. Mayor Younger stated on Page 8, Sec. 7. that "unsatisfactory <br />driving record" should be defined, and Mr. Gonzalez stated the insurance <br />company's criteria could be added to clarify this. Mayor Younger stated <br />he would like there to be a cap on the amount spent for travel, and Mr. <br />Gonzalez will furnish the Council information on what the State allows. <br />Mayor Younger moved to amend the Policies on Pages 6 and 8 as follows: <br />Page 6, Sec. 4 at least three candidates be interviewed; and Page 8, <br />Sec. 7 to add the insurance criteria regarding unsatisfactory driving <br />record, and Ms. Kissler seconded the motion, which passed unanimously. <br />The Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING TEE TERMS AND CONDITIONS OF <br />A FINANCIAL ADVISORY SERVICES CONTRACT BETWEEN SAID <br />CITY AND FIRST SOUTHWEST COMPANY FOR PROVISION OF <br />PROFESSIONAL SERVICES AND FACILITIES AS FINANCIAL <br />ADVISOR IN CONNECTION WITH THE ISSUANCE BY THE CITY <br />OF CERTAIN BONDS AND/OR CERTIFICATES OF OBLIGATION; <br />AUTHORIZING THE MAYOR OF SAID CITY TO EXECUTE SAID <br />CONTRACT AND DECLARING AN EFFECTIVE DATE. <br />
