Mr. Brown stated <br />he would like the Industrial Team to be encouragedto seek minority <br />participation (Mr. Guerra present at this time - 9:22 p.fl.). <br /> <br />The Council then went to Item 8.A. on the Agenda. Mayor Younger <br />introduced for consideration adoption of a Resolution, the caption <br />which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS DECLARING ITS SUPPORT FOR THE LOCATION OF A <br />MINIMUM SECURITY PRE-RELEASE FACILITY IN THE SAN MAR- <br />COS AREA AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Ms. Kissler seconded <br />the motion. In response to Mr. Brown's question, Mr. Dan Graham stated <br />the contract will not contain a work release program. Mr. Graham <br />stated Becon-Wackenhutt wants to build on the primary site, but the <br />final decision will be made by the Texas Department of Corrections. <br />Mr. Brown stated Sam Houston (Huntsville) has not had growth in ten <br />years, and Mr. Graham stated their situation is different, in that <br />the prison was there prior to the university. Mr. Brown stated there <br />is only a 10% manufacturing industry in Huntsville, and normally a <br />City has 15-20% manufacturing industry, and that he is concerned with <br />the long-term economic development for San Marcos. On roll call the <br />following vote was recorded: <br /> <br />AYE: Brown, Farr, <br />NAY: Nicola. <br />ABSTAIN: None. <br /> <br />Guerra, Younger, Hernandez, Kissler. <br /> <br />The Council then moved to Item 12 on the Agenda. Mayor Younger intro- <br />duced a discussion concerning charitable solicitations and public <br />vendors (1) fraudulent charities; (2) street or corner solicitations; <br />and (3) street or corner sales of newspapers, balloons and other pro- <br />ducts. Nina pryatel provided the Council with recent incidences wherein <br />there is a need to tighten up our Ordinance, stating that it is unfair <br />for the citizens to be solicited fraudulently. Mr. Hankins advised the <br />Council that if deception is used, then they can be prosecuted under the <br />Theft Statute. Mr. Hankins ~ated the City can require charities to <br />register for a permit and provide significant information. He stated <br />it cannot be prohibitedD~t can be regulated. Allen Tonn of the Daily <br />Record stated their employees selling newspapers on the street are <br />stressed safety and that he invites citizens to advise them when there <br />is a need for more safety. Staff was directed to prepare information <br />to bring to the Council regarding charitable solicitation registration. <br />The Council discussed charging a nominal fee if each solicitor is <br />permitted. Mr. Gonzalez advised a fee is needed if cards are issued <br />by the City.
