Mr. Taylor had <br /> no report. <br /> Mr. Plummer introduced the City Council's Report. The council had <br /> no report. <br /> The Council moved to Item 12 on the Agenda, the Question and Answer <br /> Session. Rick Hernandez made comments regarding the budget. He is <br /> opposed to the Police Reserves, opposed to the Assistant city <br /> Manager position and wants the City to work towards more minority <br /> recruitment on the staff. <br /> The Council returned to Item 11 on the Agenda. Mr. Plummer <br /> introduced for consideration approval for consideration of property <br /> tax increase at a public hearing to be conducted on Tuesday, <br /> September 7, 1993 at 7:30 p.m. in the Council Chambers at City Hall, <br /> 630 E. Hopkins Street. Mr. Moore moved to set the~consideration of <br /> a property tax rate increase public hearing for September 7, 1993, <br /> at 7:30 p.m. and Mr. Mooney seconded the motion, which passed <br /> unanimously. It was consensus of Council for the public notice to <br /> show the amount of tax rate to be 46 cents, an estimated 46.6% <br /> lncrease. <br /> Mr. Plummer introduced an Executive Session pursuant to Article <br /> 6252-17, sections 2(e) and (f), V.A.C.S., to discuss pending <br /> litigation (Burleson vs. city of San Marcos; Tarbutton vs. city of <br /> San Marcos) and matters where the City Attorney's ethical duty to <br /> the city clearly conflicts with Article 6252-17; and purchase of <br /> real property¡ respectively. Mr. .Guerra moved for adjournment into <br /> Executive Session at 9:38 p.m. and Mr. Hart seconded the motion, <br /> which passed unanimously. <br /> Mr. Guerra moved to reconvene from Executive Session at 11:11 p.m. <br /> and Mr. Hart seconded the motion, which passed unanimously. <br /> Mr. Plummer introduced for consideration adoption of a Resolution, <br /> the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS¡ <br /> TEXAS, APPROVING AN APPLICATION TO THE TEXAS PARKS AND WILDLIFE <br /> DEPARTMENT FOR SAN MARCOS PARK AND WILDLIFE HABITAT PHASE II; <br /> DESIGNATING THE CITY MANAGER TO ACT ON BEHALF OF THE CITY <br /> REGARDING THE GRANT APPLICATION; CERTIFYING THAT THE CITY OF <br /> SAN MARCOS IS ELIGIBLE TO PARTICIPATE IN THE GRANT PROGRAM; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> Mr. Guerra moved for adoption of the Resolution and Mr. Moore <br /> seconded the motion, which passed unanimously. <br /> The meeting adjourned at 11:14 p.m. on motion made by Mr. Moore and <br /> seconded by Mr. Mooney. ~¿¿ <br /> I- t/~/?'Þ~ <br /> Bill Plummer <br /> .!:l~ f ~ Z7 <br /> Robert Mooney <br /> Council Member Council Member <br />
