86 Regular Meeting December 13, 1993 Page 3 Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ABANDONING AND VACATING AN ALLEYWAY LOCATED BETWEEN LOTS 60 AND 61 OF THE PARK ADDITION; AUTHORIZING THE CITY MANAGER TO EXECUTE A QUITCLAIM DEED TO THE ABUTTING PROPERTY OWNER; AND DECLARING AN EMERGENCY. Mr. Moore moved for adoption of the Ordinance on emergency and Mr. Hart seconded the motion, which passed unanimously. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE BOUNDARIES OF ELECTION PRECINCT NOS. 113 AND 120 FOR CITY ELECTIONS; AND DECLARING AN EMERGENCY. Mr. Hart moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approvar of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY'S CODE OF ETHICS REGARDING THE RESTRICTIONS ON THE SALE OF LAND, GOODS AND SERVICES TO THE CITY BY CITY OFFICERS AND EMPLOYEES; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. Mr. Moore moved for approval of the'Ordinance on first reading and Mr. Cox seconded the motion. Mr. Hart stated he would abstain from the discussion and vote on this matter. The Council discussed possible amendment of the Ordinance at second reading. On roll call the following vote was recorded: AYE: Moore, Morris, Guerra, Cox. NAY: Plummer. ABSTAIN: Mooney, Hart. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CHANGING THE DATE FOR THE CITY'S GENERAL ELECTION FOR OFFICERS FROM THE FIRST SATURDAY IN MAY TO THE IN ; REPEALING SECTION 5.01 OF THE CITY CHARTER AND ALL CONFLICTING ORDINANCES; PROVIDING FOR SEVERABILITY; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE. Mr. Guerra moved for adoption of the Ordinance on emergency and Mr. Mooney seconded the motion. After discussion of the uniform election dates available, it was consensus of Council not to change the election date. Mr~ Cox moved to table the Ordinance and Mr. Guerra seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of minutes of the Regulår Meeting held December 6, 1993 and the Special Meeting held December 7, 1993, adoption of an Ordinance on third and final reading and adoption of ten Resolutions on consensus. The Council removed Item 10.C. (10) to be considered separately. Mr. Hart moved for approval of the minutes of the Regular Meeting held December 6, 1993 and the Special Meeting held December 7, 1993 (Mr. Plummer abstaining), adoption of the Ordinance on third and final reading and adoption of the remaining nine Resolutions (Mayor Morris abstaining to Item 10.C.[3]) on consensus.
