<br /> 86 <br />Regular Meeting December 13, 1993 Page 3 <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, ABANDONING AND VACATING AN ALLEYWAY LOCATED BETWEEN LOTS <br /> 60 AND 61 OF THE PARK ADDITION; AUTHORIZING THE CITY MANAGER TO <br /> EXECUTE A QUITCLAIM DEED TO THE ABUTTING PROPERTY OWNER; AND <br /> DECLARING AN EMERGENCY. <br />Mr. Moore moved for adoption of the Ordinance on emergency and Mr. <br />Hart seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> .' <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE BOUNDARIES OF ELECTION PRECINCT NOS. 113 <br /> AND 120 FOR CITY ELECTIONS; AND DECLARING AN EMERGENCY. <br />Mr. Hart moved for adoption of the Ordinance on emergency and Mr. <br />Moore seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approvar of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE CITY'S CODE OF ETHICS REGARDING THE <br /> RESTRICTIONS ON THE SALE OF LAND, GOODS AND SERVICES TO THE <br /> CITY BY CITY OFFICERS AND EMPLOYEES; PROVIDING FOR <br /> SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A <br /> PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE <br /> DATE. <br />Mr. Moore moved for approval of the'Ordinance on first reading and <br />Mr. Cox seconded the motion. Mr. Hart stated he would abstain from <br />the discussion and vote on this matter. The Council discussed <br />possible amendment of the Ordinance at second reading. On roll call <br />the following vote was recorded: <br /> AYE: Moore, Morris, Guerra, Cox. <br /> NAY: Plummer. <br />ABSTAIN: Mooney, Hart. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, CHANGING THE DATE FOR THE CITY'S GENERAL ELECTION FOR <br /> OFFICERS FROM THE FIRST SATURDAY IN MAY TO THE IN <br /> ; REPEALING SECTION 5.01 OF THE CITY CHARTER AND ALL <br /> CONFLICTING ORDINANCES; PROVIDING FOR SEVERABILITY; DECLARING <br /> AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Guerra moved for adoption of the Ordinance on emergency and Mr. <br />Mooney seconded the motion. After discussion of the uniform <br />election dates available, it was consensus of Council not to change <br />the election date. Mr~ Cox moved to table the Ordinance and Mr. <br />Guerra seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of minutes of the <br />Regulår Meeting held December 6, 1993 and the Special Meeting held <br />December 7, 1993, adoption of an Ordinance on third and final <br />reading and adoption of ten Resolutions on consensus. The Council <br />removed Item 10.C. (10) to be considered separately. Mr. Hart moved <br />for approval of the minutes of the Regular Meeting held December 6, <br />1993 and the Special Meeting held December 7, 1993 (Mr. Plummer <br />abstaining), adoption of the Ordinance on third and final reading <br />and adoption of the remaining nine Resolutions (Mayor Morris <br />abstaining to Item 10.C.[3]) on consensus.
