<br />89 <br /> <br /> <br />Regular Meeting December 13, 1993 Page 6 <br /> <br /> <br />AYE: Moore, Hart, Cox, Plummer. <br />NAY: Mooney, Morris, Guerra. <br />ABSTAIN: None. <br /> <br />Mayor Morris introduced for consideration approval to set the salary ~ <br />of the Municipal Court Judge (correction from salary set December 7, <br />1993). Mr. Moore moved to set the salary at $50,406.00 ($44,406.00 <br />+ $6,000.00 for magistration) and Mr. Guerra seconded the motion, <br />which passed unanimously. <br /> <br />Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley <br />advised the Council the Employee of the Year is Tony Salinas. The <br />Council requested a proclamation be prepared to present to Mr. <br />Salinas. (2) Mr. Gilley stated an article had appeared in the <br />Austin American-Statesman regarding a discussion he had with Kyev <br />Tatum regarding the Dunbar barracks. Mr. Gilley stated no <br />commitments were made to move the building back to the neighborhood, <br />and information will be brought to the Council for consideration. <br />He will continue to talk with the Hays County Women's Center <br />regarding their interest in the building also. (3) The Greater San <br />Marcos Youth Council has implemented a program calred Project Safe <br />Place establishing locations for assistance to children needing a <br />place to go and adult supervision. They have requested fire <br />stations be included, and it was consensus of Council for the city's <br />fire stations to be used for this purpose. Mr. Guerra asked for a <br />report on the Helping Hand Program. (4) Mr. Gilley advised the <br />Council the new library opening will be January 9 with a welcome <br />from 2:00-6:00 p.m. The Council has been asked to participate in <br />the welcoming. The old library will close on December 31 and the <br />new library will open on January 9. (5) Mr. Hart asked that <br />information be provided to the news media regarding the waste <br />Ordinance. Mr. Gilley advised on Wednesday from 3:00-5:00 p.m. a <br />meeting will be held to clarify information on the process, <br />surcharge, and the city will offer assistance to lessen the impact. <br />Mayor Morris made reference to the last paragraph in Mr. Haney's <br />letter and requested all his points be addressed in the course of <br />the City's business. <br /> <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor <br />advised in the Sierra lawsuit Judge Bunton agreed to appoint a <br />monitor over the Edwards, which will be a paid position. <br /> <br />Mayor Morris introduced the city Council's Report. (1) Mayor <br />Morris stated the Wallace Neighborhood has requested more stop <br />signs. A warrant study stated they did not qualify for more signs. <br />She wants Staff to look at placing more signs to accommodate their <br />needs. Mr. Gilley.stated the Council at their discretion can place <br />signs and enforcement could also be improved. He stated we could <br />talk about this in Jqnuary.. <br /> <br />Mayor Morris introduced an Executive Session pursuant to the <br />Government Code, section 551.071 to discuss pending litigation <br />(Sierra Club vs. Babbitt) and matters where the City Attorney's <br />ethical duty to the city clearly conflicts with Government Code, <br />Chapter 551. Mr. ,Hart moved the Council adjourn into Exeèutive <br />Session at 9:23 p.m. and Mr. Mooney seconded the motion, which <br />passed unanimously (Mr. Moore not present to vote on adjournment and <br />returned at 9:24'p.m.). <br /> <br />Mr. Guerra moved the Council reconvene at 11:35 p.m. and Mr. Moore <br />seconded the motion, which passed unanimously. <br /> <br />The meeting adjourned at. 11:36 p~m. on motion made by Mr. Moore and <br /> <br /> <br />seconded by~.
